  2. USNB comment on the Concept of Level Tiers The USNB recognizes that there is notable variation in the bit rate and buffer size constraints for different applications. It is therefore recommended that HEVC levels be defined with two tiers, where level nesting is supported within each tier, but levels between the tiers are not nested. With such a structure, support of the higher tier would imply support of the lower tier at the same or lower level. It is believed that this approach would be beneficial for product conformance and to enable support for higher resolution video without unnecessarily provisioning for greater resources.
