State & County Budget Deficits • - State/County funding • FY 2002-2003 – 42.5 million • FY 2003-2004 – 35.6 million • Changing Needs of Clientele groups and Public. • Increased focus on needs and • critical issues of Minnesota residents • Need for Educators to become more • specialized in their work Money and Mission Re-organization Drivers/Opportunities Making a Difference in Minnesota

  3. Advantages to Public • All people have access – regardless of county investment • Counties no longer pay travel – ownership/turf… • Programs – strengthened and expanded linkages to University research • Program quality enhanced Making a Difference in Minnesota

  4. Advantages to Counties • Counties make choices – market driven • Overall reduced cost • Regional programs available regardless of local funding • Local positions leverage regional and campus ones Making a Difference in Minnesota

  5. Shift in County Expenditures • Total reduced by $5 million- from $16 m to $11 m • $5.4 million less paid for support staff, travel, & housing • $.4 million more paid to Extension Making a Difference in Minnesota

Re-Organization Process • Key decision maker conversations • Current program assessments to address future commitment • Staff conversations and interest survey to assess qualifications and interest in new positions • 18 Regional Office locations identified • New positions assigned and offered by District Directors and Program Leaders • Approximately 10% of County Educators received a layoff notice – some were assigned local County positions as contracts developed Making a Difference in Minnesota

  9. 18 Regional Centers Opened & 87 County Offices Reconfigured January 1, 2004 • 137 Regional Educators • 18 Regional Directors • 149 locally funded staff (118 FTEs) • 104 in 4-H, 35 in Agriculture, 10 in other areas (Family Development, Natural Resources, Community Vitality) Making a Difference in Minnesota
