FAA Guidance & Integration • The FAA's mission and authority as it focuses on the integration of UAS is SAFETY. • Civil performance standards are often more stringent, especially in the areas of reliability. • Public expectation for a safe aviation environment drives very high standards. • FAA has a responsibility to citizens to mitigate risk. • FAA Modernization & Reform Act of 2012 challenges • Airspace / Airworthiness • Certifications • Pilot / Crew Member

Airspace • Permanent Arctic Areas • FAA Modernization and Reform Act of 2012 • Addressing Integration of Civil Unmanned Aircraft Systems Into the NAS • Expanding Use of Unmanned Aircraft Systems in the Arctic • Designate permanent areas in the Arctic where sUAS may operate 24-hrs per day for research & commercial purposes • Over-water flights from the surface to at least 2000 ft AGL • Ingress / Egress Routes from selected coastal launch sites • Southern Arctic Area • Bering Strait Area • Northern Arctic Area PEAK 3

  5. Class E Airspace: ATC provides IFR separation / No VFR separation • Class G: No VFR or IFR separation • Uncontrolled Airspace extends to 23,00 MSL • VFR/IFR Flight Plans required when operating within ADIZ • ATC comms & Transponder required

Pilot Certifications • FAA focused on ensuring UAS pilots have an appropriate level of understanding of 14 CFR and held to the same standards for safety as manned aircraft pilots • PIC Rating Requirements • Pilot Certificate or FAA recognized equivalent • Currency Requirements • 3 T/O & LDG in the UAS, in previous 90 days • Pilot’s certificate requirements under 14 CFR part 61 • Class II Medical under 14 CFR part 67 (or recognized equivalent) • Exceptions PEAK 3

Continued Challenges • As required by legislation, only sUAS (55 lbs or less GTOW) will be approved for operations in Arctic areas • Certification • 10-years previous experience / operations • Lengthy & Expensive • Airspace Restraints • FAR Part 135 Operating Requirements: Commuter and on Demand Operations • Pilot Certification Requirements -- accountability PEAK 3
