  1. January 2007: The Advisory Group on Civil Society and Aid Effectiveness is established by the Organisation for Economic Cooperation and Development-Development Assistance Committee (OECD-DAC). CSOs are invited to contribute to the OECD-led process on aid effectiveness through a series of regional and international consultations. The Better Aid Platform is set up to engage in a meaningful way with this process February 2008: The final consultation of the Advisory Group takes place in Gatineau/ Ottawa. One key outcome of the consultation was CSOs did not consider the Paris Declaration applicable to them, but welcomed the intention of its signatories to improve the technical and management dimensions of CSO effectiveness. During informal talks, CSO representatives resolved to start their own process to establish a global CSO-suitable effectiveness framework June 2008: Over 70 CSO representatives gather in Paris for the Exploratory Meeting on CSO Effectiveness to discuss how to take forward the global process on agreeing a CSO-suitable effectiveness framework . They decided that it should take the shape of an open forum, accessible to all interested CSOs - the concept for the Open Forum for CSO Development Effectiveness is born September 2008: In the Accra Agenda for Action, official donors and governments "welcome CSOs’ proposal to engage with them in a CSO-led multi-stakeholder process to promote CSO development effectiveness“. The Advisory Group on Civil Society and Aid Effectiveness ceases to exist. April 2009: Discussions start with donors on their support and engagement in the Open Forum. A donor core group was formed – including bilateral aid agencies from Austria, Sweden, Canada and the UK - to coordinate donor engagement with the Open Forum June 2009: A multi-stakeholder Task Team - including donors, partner governments and CSOs - meet for the first time in Prague to discuss how to move forward the discussions on development effectiveness and enabling environment. This multi-stakeholder Task Team is part of Cluster A on ownership and mutual accountability of the OECD-DAC Working Party on Aid Effectiveness Roadmap to 4th High Level Forum, Busan, South Korea, November 2011 Open Forum on CSO Development Effectiveness • Global Facilitation Group • Consortium • Secretariat hosted by CONCORD • Country consultations and processes Outcomes of the process November 2009 to March 2010:The Open Forum conducts Regional seminars in five regions across the globe to consult with CSO and other stakeholders and to prepare for the Open Forum process • Framework on CSO practices to implement Istanbul Principles • Guidelines and Indicators for CSO practices to implement Istanbul Principles • Minimum standards for Governments and donors to enable CSOs to implement the Istanbul Principles March 2010: Launch of the Open Forum National consultations across the globe Joint participation and activities of the Open Forum and Better Aid Platform leading up to Busan September 2010: First Open Forum Global Assembly in Istanbul and endorsement of the Istanbul Principles for CSO Development Effectiveness. March 2011: Joint GFG and BACG Meeting, Sweden 2011: Regional gatherings and thematic consultations will continue until June June 2011: Joint Global Assembly of Open Forum and Better Aid Platform to prepare for HLF4 (Not confirmed) 4th High Level Forum, Busan, South Korea Political debates / Interactive sessions March 2005: Governments and donors adopt the Paris Declaration on Aid Effectiveness • End of 2009: Pooled fund set up by: • Austrian Development Agency • UK Department of Int.
