Introduction • Quality is essential to open and distance learning (ODL). • To help distance education practitioners measure the quality of their ODL institution, Unesco had commissioned Universitas Terbuka Indonesia to develop components, variables and indicators that can evaluate the quality of ODL institution. • 16 key components covering from Planning to Graduates and Alumni were developed.

Decision Support Tool • To facilitate the evaluation of these components, Unesco together with Global Distance Education Network (GDENet) have automated the evaluation processes using a tool called Decision Support Tool (DST). • DST consists of four main tools: • DST Player • DST Player Edit Menu • DST Evaluator • DST User’s Profile Menu • DST is accessible from GDENet website (http://www.gdenet.org) and it required a Username and Password to access.

  7. Registering for DST Username and Password • Enter the required information • Finally, click Submit Button

  8. Using Decision Support Tool • After you have successfully registered for your Username and Password, you can start using DST to evaluate the quality of your ODL. • To do so, click Decision Support Tool Link

  9. Using Decision Support Tool Next, click Unesco Decision Support Tool Link to select the ODL components that you wish to evaluate in your institution.

  10. Using Decision Support Tool • At the ODL component evaluation page, you can select the ODL component that you wish to evaluate. • By default, all components will be selected in this page. You can individually click in the Box provided to unselect the component or click Un-Check All Section to unselect all components • Once you have finalised your selection, click Load Player Link to start answering the key indicator questions

  11. Using Decision Support Tool Once the Player is loaded, answer the questions provided.

  12. Using Decision Support Tool Once you have completed the questionaires, click Complete Questionaire button to proceed.

  13. Using Decision Support Tool After you have submitted your answers, click Close this window link to return to Decision Support Tool page to evaluate your result.

  14. Using Decision Support Tool Finally, click Unesco Decision Support Tool link to process your result.

  15. Using Decision Support Tool Your result will be displayed according to the component that you have selected.

  16. Conclusion • Quality is everyone’s responsibility, and does not ‘belong’ to the department or personnel in charge of quality. • The monitoring of all processes and systems, requires systematic gathering of information and sharing of outcomes. • To facilitate decision makers in measuring their ODL quality, Unesco together with Universitas Terbuka Indonesia and GDENet had developed Decision Support Tool content and application. • Based on the outcome of DST, institution may take appropriate measure(s) to improve its quality.
