  1. Task Force on Goods in Processing, • 23-24 February 2012, Luxemburg PROCESSING OR VAT PROBLEM?? Jaroslav Sixta

  2. THE LINKAGE During SUT compilation we discovered: Output is lower than export Export and import dramatically rising after EU accession and it is not followed by the increase of use Processing started to decline We usually supposed that companies do not declare processing in intra/extrastat questionnaires.

  3. 3 steps WRONG APPROACH • Even no balancing difference OUTPUT < EXPORT • Reclassification of FTS from „standard“ goods to goods for processing • We increased output and IC for processing adjustment

  4. Adjustment for national concept of foreign trade is done • Goods for processing is checked with PRODCOM • EU VAT system can hide real processing (different approach to processing in INTRASTAT and VAT regulations) • Does really processing within the EU exists?? Is not more assembling on contract bases? Who is the owner of material?? CURRENT STATE OF ART

  5. Processing issues (1), 2009
