Introduction: Regulatory Landscape in Kuwait TRA establishment and future strategy: • TRA law has been approved by the parliament in the second hearing –on 1/4/2014 • MOC will handover all telecom matters to an independent Telecom Regulator Common areas of interest : • Absence of the competition law : the presence of the regulator will regulate the relation between MNO’s in and identify the business rules , dominance rules and regulations abuse and dispute resolutions in the telecom sector and Kuwaiti market

Introduction: Regulatory Landscape in Kuwait Common areas of interest : • Licensing :having clear process on the acquirement, validity, license scope ,responsibilities and fees. • Spectrum Management and Allocation: fair spectrum distribution ,region studies/analysis for spectrum future requirement and utilization including implementing interference/overspill control/monitoring mechanism. • Regulatory Economics -Pricing and Tariffing :collaborate with the operators regulatory bodies in consultation with external telecom agencies in order to have proper market benchmarking and implement fair tariffing and pricing (services/products , spectrum , numbering ,fees and licenses )

Introduction: Regulatory Landscape in Kuwait Common areas of interest : • Interconnection & cost modeling : identifying the best practices for the inter operator tariffing using the best costing modules. • IGW : have a clear direction on privatizing the international gateway which will lead to a better quality and service control with fair rates • Infrastructure/network sharing (passive and active ): operators have taken the initiative to build the sharing frame agreement for passive outdoor and indoor sites sharing . A positive involvement from the Regulator as a mediator will reflect on the result of the site sharing future vision . (current sharing % =1.7%)

Introduction: Regulatory Landscape in Kuwait Common areas of interest : • Fixed network privatization: to have clear strategy on the fixed network privatization or/and introduction of interconnection-IOT • Number range utilization and distribution :the involvement from the regulator side with improve the number ranges utilization, distribution , fair tariffing method and proper reconciliation after MNP launch . • Other areas shall be revisited by the Regulator : such as fiber optics , ISP’s ..etc.
