The mission of the Environmental Protection Agency is to protect human health and the environment. Since 1970, EPA has been working for a cleaner, healthier environment for the American People What we do: • Develop and Enforce Regulations • Give Grants • Study Environmental Issues • Sponsor Partnerships • Teach People About the Environment

EPA Financial Systems Environment The OCFO Office of Technology Solutions develops, operates, and maintains all the components of EPA’s Financial Systems Suite supporting the following functional areas: • Budget Formulation - Custom • Budget Execution – CGI / FFS and Custom • Accounts Receivable – CGI / FFS, Custom, and Manual Processes • Payment Management – CGI / FFS, and Custom • Property Accounting – CGI / FFS and Custom • Working Capital Fund – CGI / FFS, Custom, and Manual Processes • General Ledger – CGI / FFS • Project Accounting – CGI / FFS, Custom, and Manual Processes • Superfund Cost Recovery - CGI / FFS and Custom

EPA Financial Systems Environment • EPA has a highly integrated / interoperable financial systems environment particularly in the areas of: • Budget Formulation / Regional and Program Office Re-Programming • Payment Management Workload / Workflow specific to Acquisition, Grants, Fellowship, and BankCard payments • Superfund Cost Recovery Actions • EPA also has robust Data Warehousing capabilities that combine both financial and non financial data for end user access

EPA – The Selection Process • EPA wanted to move to a COTS / SSP environment, but needed the flexibility to maintain tight integration with EPA based financial and non financial applications • Initial responses were down selected to four: • 2 FMloBs and 2 commercial providers • The four selected providers were asked to provide detailed proposals and conduct Operational Capability Demonstrations • The FMloBs were down selected due to inability to satisfy EPA’s integration and long-term architectural goals • After an extended procurement cycle, CGI was awarded the contract in April 2008

In May 2008, EPA started its Financial System Modernization Project (FSMP) CGI will develop, maintain, and host EPA’s new financial system using the Momentum software running in CGI’s Phoenix Data Center (PDC) Targeted replacement of several custom developed financial applications and regional / program office cuff systems by rolling the functionality into Momentum Targeted automation of existing manual processes, and streamlining of existing business processes EPA Financial Systems Modernization Project
