CFP’s hosting arrangement

Started on 1st June 2011

Contracted by IFRC as “hosted position”

Position financially supported by GAVI (through MoU with IFRC) – funding comes from GAVI External Relations and Governance & Legal budgets

Position reports to IFRC Sr Officer/Immunization, but working in spirit of team management with key CSO SC members

Position essentially forms de-facto GAVI CSO Constituency Secretariat

Advantage of having position in Geneva for ease of coordination with GAVI Secretariat

CFP Terms of Reference (ToR)

Facilitating communications among Steering Committee members and between Steering Committee and Forum members, and Steering Committee and Board representatives GAVI Alliance Committee members, and task team/work group members;

Developing and managing communications tools for the GAVI civil society constituency;

As appropriate, attending GAVI Board meetings as an observer and reporting on them to CS Forum;

Participating in contacting civil society organizations to seek input on specific issues and topics of relevance to the GAVI Alliance;

Communicating about GAVI Alliance activities and decisions back to the CS community, governments and the public in various fora;

Facilitating debates/discussion within the wider constituency on critical issues;

CFP Terms of Reference (ToR)

Ensuring communication of constituency views to appropriate Steering Committee members and parts of the GAVI Alliance;

Assisting in organizing meetings/teleconferences, etc., of Steering Committee and Forum;

Assuring timely completion of CS constituency member tasks;

Developing and maintaining a database of CS resources;

Managing, analyzing and updating database of GAVI Alliance constituencies ;

Supporting the CSO Board representative, and Alternate, as needed; and

Undertake other pertinent assignments that the SC through the Chair might ask to be performed.

Enabling Amy to help us….

Supporting her with context of various items & cc-ing her on key communications

Doing our part / realizing she is not there to substitute for SC members’ responsibilities

Giving proper time for “bigger picture” strategic support, i.e. managing excessive communications

Using her as a conduit to the GAVI Secretariat

Maintaining realistic expectations

After a long wait for this position, lets do our best to support Amy in her new capacity and work towards sustainability of the CFP position!

  • Supply Strategy Task Team meeting, Washington DC (date?)

  • Board meeting with presentation from Ethiopia CSOs & Governance Committee meeting, Kigali (December)

  • Evaluation Advisory Committee meeting, Geneva (January)

  • GFATM/GAVI CSO Consultation on the HSFP, Geneva (February)

  • PPC meeting, Geneva (March)

  • Cash-based Task Team meeting, Geneva(March)

  • Board retreat, Oslo (April)

  • PPC meeting, Geneva (May)

  • Review of Type A extension proposals (May?)

  • Participation in Francophone CSO constituency planning meetings, Dakar (May & June)

  • Adjudication Committee for CSO Evaluation proposals (May)

Overview of CSO Constituency & Relations with GAVICSO SC meeting – 4-5 July 2011

Key CSO accomplishments include…

  • Participation in GAVI Business Plan SG 2 & SG 4 Task Teams

  • Push to get GAVI Secretariat to issue RFP for SG 2 activity concerning CSO engagement in HSFP (SG 2.1.1.2)

  • Presentation of Ethiopia CSO experience at GAVI Board meeting & CSO video

  • Feedback on GAVI Secretariat CSO Evaluation RFP and participation in proposal review group

  • Participation in Cash-Based Task Team and successful outcomes

  • Development of Type A extension funding application process & awarding of $250,000/each to CSO groups in Afghanistan & Togo

  • Earnest involvement of CSO SC in Francophone CSO development process

  • Push to get PPC recommendation to GAVI Board to provide “bridge” funding to Type B countries before HSFP introduction

  • Commencement of CSO Communications Focal Point

  • Significant CSO visibility around GAVI Pledging Conference & Call for Action

Where are we having the most success?

  • Improved communications with Secretariat

  • Some headway on resourcing CSO Secretariat & programme work

  • Some progress on appreciating CSOs as lead Alliance partner

  • Major profiling of international CSOs as Alliance partners

  • Lots of resourcing for CSO advocacy in support of GAVI

What are the greatest challenges?

  • Recognition of CSOs as GAVI Alliance partner with leadership ability

  • Inclusion in GAVI Business Plan as ‘lead entity’

  • Internal CSO communications, particularly with INGOs

  • Different messages from different GAVI Secretariat departments & lack of focal point in relevant depts

  • Resourcing CSOs for immunization programme support

  • Securing sustainable resources for CSO Secretariat
