AGENDA - 900 Grant Rm. 108A, 4:00-4:45 Session #2 Goals: • To provide relevant information to prospective new school applicants regarding the new school application process. • To ensure that parents/guardians and community members are involved in the school development process. • Aligning new school applications with regional needs identified in the Call for New Quality Schools • Connecting with family and community groups to gather letters of support and intent to enroll forms. Process: • Review Agenda & Introductions • Summary of Needs in the Call for New Quality Schools • Community Involvement (Statutory Requirement, Application Rubric, Application Guide) • DPS Board Policy on Bond Funded Facilities • Community Processes Underway for Allocating Bond Funded Facilities (DAGs & PACs) • Community Conversations • Future Sessions & Feedback

  3. 2013 Call for New Quality Schools – Summary of Needs

Community Involvement Required by CO State Statute [i] C.R.S. § 22-30.5-106(1)(c) requires the application to include “evidence that an adequate number of parents, teachers, pupils, or any combination thereof support the formation of a charter school.” C.R.S. § 22-11-401 (1)(a) requires that each school accountability committee consist of “at least seven members as follows: (I) The principal of the school or the principal's designee; (II) At least one teacher who provides instruction at the school; (III) At least three parents or legal guardians of students enrolled in the school; (IV) At least one adult member of an organization of parents, teachers, and students recognized by the school; and (V) At least one person from the community.” In addition, C.R.S. § 22-11-401 (1)(d) requires that the school “to the extent practicable, appoint persons to serve on the school accountability committee who reflect the student populations that are significantly represented within the school”.

Relevant Questions in New School Application Guides C.Parent/Guardian & Community Participation in Application Process • Demonstration of community support and parent/student demand for the proposed school will be a component in the evaluation of all new school proposals. • Describe the role of parents/guardians and community members in developing and providing input into the proposed school. • Describe the outreach you have conducted to engage prospective parents, teachers and pupils in the region you are proposing to serve. • Provide evidence of support for the proposed school among prospective parents, teachers, and pupils, or any combination thereof. Support may be gauged and demonstrated through community meetings, parent/teacher/student letters of support, surveys of prospective stakeholders, and/or evidence of letters of intent to enroll among other means. Describe evidence of support from any identified community partners, organizations, agencies, or consultants (e.g., letters of intent/commitment, in-kind donations, memoranda of understanding, and/or contracts, and should specify the resources to be committed or contributed from the partner, as applicable). • If the school is relying on a community partner to provide a service that is integral to the operating of the school or educational model we strongly encourage you to provide a copy of the contract or MOU. • (Appendix D– Evidence of Support from Parents/Guardians, Community Groups, Teachers & Pupils – no page limit)

  6. Relevant Questions in New School Application Guides (cont.) H. Ongoing Parent/Guardian Involvement & Satisfaction • What community resources will be available to students and parents? Describe any partnerships the school will have with community organizations, businesses, or other educational institutions. Specify the nature, purposes, terms, and scope of services of any such partnerships. • Describe how you will engage parents in the school’s culture and operations. How will the school build family-school partnerships to strengthen support for learning and encourage parental involvement? • Explain the design of your School Accountability Committee (SAC), including member recruitment, schedule of meetings, and the role of parents/guardians and staff members. • Note: DPS refers to the statutorily required School Accountability Committee as the Collaborative School Committee (CSC). • What are your goals regarding the outcomes of DPS parent/guardian satisfaction surveys? (Note: the SPF rubric includes specific metrics about your satisfaction results and your goals should align to these.) How will you ensure high response rates? Who will be in charge of the survey? • What mechanisms will you utilize outside of DPS parent/guardian satisfaction surveys to assess parent satisfaction? • What adjustments will you make if the positive response rate does not meet the standard on the SPF rubric?

  8. Processes Underway for Facility Allocation Related to the Call for New Quality Schools

  9. 2012 Bond Program: PAC s for Bond-Funded Schools • Program Advisory Committee (PAC) • Pursuant to Board of Education’s resolution in support of 2012 Bond Initiative: • Each new school facility funded by the 2012 Bond Program will have a community involvement in the school program selection process for each new facility funded by the General Obligation Bond • Outcomes of the community process – specific recommendations on the type of programs(s) the community would like in the 2012 Bond-funded facility; input linked to the Call for New Quality Schools review process • The Board of Education will make the final determination in approving any new schools. • Committee process – Two to three meetings, interface with Design Advisory Group to incorporate into design elements

  10. 2012 Bond Program: Design Advisory Groups • Design Advisory Group (DAG) • The DAG is used in the process of gathering and incorporating input from the local community on the physical design features and elements of a project. • Typically up to 12 members made up of DPS and community stakeholder groups (Parents/Students/Regional Neighborhood Organization (RNO)/Homeowner Associations, etc.) • Committee Process is approximately two months with a series of meetings • Explain project, receive feedback and report back • DAG meetings and larger report outs at community meeting • Interface with Program Advisory Committee if possible

Community Conversations Update from DPS Office of Community Engagement • Far Northeast Denver • Community conversations to be coordinated for Elementary and Intensive Pathways with Program Advisory Committee (Dates TBD) • Near Northeast Denver • Ongoing conversations for Middle school programs within the Greater Park Hill / Stapleton Community Engagement process • Community conversations to be coordinated for Elementary program with Program Advisory Committee (Dates TBD) No programming community conversations currently planned for Southwest, Northwest or Southeast
