  3. From «traditional» to «new»….. Source: BECOTEPS, 2011

  5. Bioeconomydefinition by the CE, 2012 “…. the production of renewable biological resources and the conversion of these resources and waste streams into value added products, such as food, feed, bio-based products and bioenergy….”

  6. The issue … ..... The new bioeconomy is increasingly seen as a workable alternative to move today’s economies in the direction of more sustainable natural resource use and economic growth. In its essence it’s the coming together of biology, chemistry, materials sciences, genomics and information technology to better exploit natural resources both in agriculture and industry. The questions and challenge is whether the new concepts are of relevance for the small scale and what are the needed policies to promote and guide investments and the new institutions to ensure the safety of the new technologies and the equitable distribution of the benefits of the ensuing economic growth....

  7. History of bio-based products… In contrast to current public perception, converting biomass into energy or fuels has a very long history. As early as 1860, the German Nikolaus August Otto invented the Otto engine using ethanol as automotive fuel. Similarly, during the early decades of the 20th century, Rudolf Diesel invented the diesel engine, built to run on peanut oil, while Henry Ford designed his Model T car to run on hemp-derived ethanol (Source: WEForum, 2010). 9. Bioeconomy in Europe today • 1 Trillion € turnover • 21,5 Mio employees • Largest producing sector • Low Tech and High Tech – employment • Rural development

  10. Food waste…. Example of the EU (and NL) • Food Waste per year in NL: 4.4 Billion Euro • EU Food Production per year: 654 Million MT • EU Food Waste per year: 205 million MT • 1/3 by consumer, • 2/3 by rest of the chain: • 36% producer • 11% storage + transport • 13% processing/industry • 7% wholesale + retail (Source: WW, Nr 1 2012) ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  11. Rector Magnificus WUR, Prof. Martin Kropffin opening the Global Science Conference on Climate Smart Agriculture 2011: “Setting the stage….” ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  12. Perspective • In the EU, the KBBE concept conceived after 2002 and formally implemented as per 2005 ... • 17-19 December 2007, Salvador de Bahia, Brazil“Expert Group Meeting on Industrial Uses of Plants for the Use of Bio-Materials”, co-organized by UNIDO. • 23-24 June 2008, Buenos Aires, Argentina. Forum and Bi-regional expert meeting on “Towards a Knowledge-Based Bio-Economy in Latin America”. This event was organized and co-financed by the EC FP6 SSA ALCUEFOOD project. • 30 Nov-2 Dec2009, Concepción, Chile. “La Bioeconomia basada en el conocimiento como jalonador de desarolloeconomico y sostenibilidad industrial”, co-organizedwith UNIDO. • The current project ALCUE-KBBE “LAC Bioeconomy” was formally initiated on 1 June 2011 (till end 2013). ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  13. “Towards a Latin-American & Caribbean bioeconomy in cooperation with Europe” Réunion CIRAD - 11 Sept '12

  14. The objective … ..... To establish a LAC-UE platform bringing together regional and continental organizations involved in research funding and implementation, as well as other relevant stakeholders from the public and private sector and the civil society, in an effort to generate relevant information (for a set of dialogues) for the design and implementation of specific plans and projects, included the needed R&D and set the basis for the establishments of an enabling policy and institutional environment, as well as, for the development and consolidation of the bioeconomy model in the LAC region… ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  15. Project partners ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  16. The structure… ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  17. The structure… ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  18. Phase I - Generating key information… Position papers, Concept Notes, Policy Briefs: • State of the art of the Bioeconomy in LAC …. • Natural Resources for BE in LAC …. • LAC policies and institutions… • Scientific and Technological capacities…. • Socio-economic, trade and environmental potential of the BE in LAC…. ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  19. Phase II – Stakeholder consultations …. One of the key activities is connecting + interacting with key Bioeconomy-relevant stakeholders from both LAC and EU regions, since THEY need to analyze, discuss and shape the appropriate BE models for the region and for individual countries (using the information, platform and tools provided by our project platform). Hence: • May 2012, Bi-regional E-Consultation organized by IICA • June 2012 Workshop (Brasilia): construction of BE scenarios, • Nov 2012 Workshop (Colombia): construction of BE roadmap and RTD agenda, • March 2013 Workshop (Argentina): construction of roadmap and policy agenda, • June 2013 (Belgium): science-industry workshop on common priority RTD themes ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  20. Stakeholdersinclude… • Federación de Productores de Palma (FEDEPALMA), Colombia • INBIO, Costa Rica • Fondo Regional para la Tecnología Agropecuaria - FONTAGRO • Consumers International – LAC regional office, Chile • Federación Latinoamericana de Asociaciones de Empresas Biotecnologicas • Ministerio de MedioAmbiente, C-R • Asociación Maiz y Sorgo Argentino (MAIZAR), Argentina • CREA, Argentina • CorporaciónBioTEC, Colombia • União de Indústria de Cana de Açúcar (ÚNICA), Brasil • Perú BIOTEC, Perú • Ministerios de Ciencia y Tecnologia … • Universidades (LAC + UE + …) • Entidades regionales/internacionales: CEPAL, FAO-rlc, CATIE, … • OECD, BID, … • ONGs: WWF, RTRS, Solidaridad, …. • ….. ALCUE-kbbe Stakeholder Consultation - 5 Nov 2012

  21. Future outputs … • The introduction of the bioeconomy model and principles in Latin R&D and policy agendas…. • White papers on the Bioeconomy in LAC region… • BE in LAC region – updated knowledge base… • LAC-EU consortia and public-private interest sharing…. • See this project as a «catalyzer» project, thru which other important benefits are generated through the «offspring» i.e. future co-funded EC R&D projects, • Integration and initial cooperation with key ETP’s in EU, • Create investment opportunities and the organization of PPP (at national level), • Create synergies with other BE related activities in the region (ALCUE-Net, …. ) to co-organize concrete actions in support of the LAC BE.
