Karnataka State Police Crime Criminal Information System (CCIS) e-Governance Initiatives Software Application for investigation and trial of criminal cases. • First major e-Governance initiative. • NCRB, New Delhi initiated and implemented the project. • Comprises of 7 Integrated Investigation Forms (IIF) • Covers investigation and prosecution. • Designed for District police • Implemented at all locations in Karnataka. • Currently all reported cases(FIRs) are being captured. • Developed on Windows.Net and SQL data base, is bilingual and web enabled. • Data transfer is done using Automatic Data Transfer Software. Achievements • Largest CCIS database amongst all states. 1,15,18,350 records. • Antecedent Verifications- 77034. • Located large number of criminals through this system. • Govt. has authorised for undertaking all kinds of verification using CCIS database through a Govt. Obstacles • Formats cannot be customised. • Does not cater to complete automation of police station. Restricted to crime investigation. • Does not work on workflow design. Common Integrated Police Application (CIPA) • Common Integrated Police Application (CIPA) project- a non plan scheme undertaken by MHA since 2004. • Aims at automation of all functions carried out at the police stations. • Initially only Crime Module has been taken up. • CIPA software has been designed and developed by NIC. • Not implemented in Karnataka. Karnataka State Police Crime and Criminal Tracking Network and System (CCTNS) e-Governance Initiatives Mission Mode Project under the National E-Governance plan CCTNS (Crime & Criminal Tracking Network & Systems) • CCTNS is a project initiated by MHA, GOI and approved by Planning Commission as a Mission Mode Project under the National E-Governance plan of GOI in the year 2007. • The project aims to establish a countrywide network. • There is a provision of Rs.2000 crores for this project in 11th Five Year Plan(2007-12), the current year allocation is Rs.210 Crores(2008-09). • The project aims to deliver citizen services and functionalities to the various stakeholders. • The project would involve a roll out, all components bundled together, application software (customization), hardware, networking etc. Police Computer Wing

Karnataka State Police Police IT e-Governance Initiatives Project Details • Police IT is a comprehensive application which aims at bringing the entire gamut of police activities to the digital mode. • It would link the various offices/officers ranging from the Police station to the Chief Office, including special units. • The application is based on Centralized Architecture. • The application is being developed by M/s Wipro Ltd. • The project cost is 3. 56 crores. • It is in final stages of completion. FSL • Online registration requests • Process involving Registration of cases in FSL • Case assignment, intra-sectional transfer of case details • Recording of observation, generating certificates, observation sheets and statistics • Approval process • Court duty maintenance, equipment utility, ammunition and scene of crime visit details • Implemented in FSL in the year 2006. Functioning smoothly. • With the help of this software, some of the divisions in FSL are generating certificate of opinion on the same day, hence saving the time of the expert as well as the IO. Police Beat System • Existing system of Police Beat involves a police personnel to visit various beat points and put his signature and time in a point-book placed at that point. • This type of service of beat is error prone and may not give adequate/correct information, and at times ends up in misuse of the system. Police Beat - Electronic Way • The whole system is based on Radio Frequency ID system, popularly known as RFID Reader working at 125 KHz. • A passive Tag with an unique number embedded in it, acts as a transponder. • This Tag gets activated when a Reader is flashed near it, at a proximity of maximum 10cms. • Then the tag transmits that unique no. to the Reader and Reader in turn reads it and stores it along with time stamping.
