Main topics • Focus on raising the energy efficiency and use of solar energy • 300 new built dwellings in passive house or lowest energy standard About 440 new dwellings • Refurbishment concept for the area: 300 dwellings thermal and, 450 dwellings with a new energy supply About 100 thermal renovations, 100 new energy-supply, office building • Totally energy concept for the area with focus on solar: Thermal solar plant with 2.000m² collector and 200.000 l puffer tank and 250m² PV – distribution system with micro-net 2.000m² collector, 200.000 l puffer tank, 500m² PV, additional 580m² collector • Concept for raising the living quality of the whole area: quality of the green areas, traffic, social themes and integration

Barriers / problems • long-term project conception for many partners • Political opinions are sometimes hard to handle (elections in spring 2009) • Many actors in new rolls – new ways of working – motivation necessary!! • Praxis relevant information for management missing (Budget shifts, change of contracts, EU-funding,…) • EU reports and calculations and accounting system • Funding not always clear and sometimes not really motivating (passive house)

Lessons learned • Complex problems needs interdisciplinary teams and structures • Steering-group  Concerto as impulse for innovations (Quality agreement, working groups,..) • Good structure for information • Strong local partners • Climate of confidence and clear rules • Builder and politicians are not used to work in the rules and ways of a EU project  conferences & meetings as „Icebreaker“, personal contacts • Important are the acting persons!! – identification
