  2. Prerequisites • Mission Requirement • Program Sponsorship • DOD Facility Clearance • DD-254 (Contract Security Classification Specifications) Individuals must be processed for NSA clearance

  3. CLEARANCE PROCESSING • Determination as to whether individual should get access to NSA classified info (Top Secret Sensitive Compartmented Information TS/SCI) • ICD 704 Personnel Security Standards – require that nominees be U.S. citizens, who are stable, trustworthy, reliable, of unquestioned loyalty, etc.

Adjudicative Criteria • Allegiance to the U.S. • Foreign Preference/Foreign Influence • Sexual Behavior • Personal Conduct Use of IT Systems • Financial Considerations • Alcohol Consumption Drug Involvement • Emotional, Mental and Personality Disorders • Criminal Conduct Handling of Protected Info

  5. Clearances • Reciprocity – PGs, BIs • Background Investigations • Case Types - DT, ST, CCAs, Reinstatements • PG and NSANET • IRTPA and Clearance Processing

Adjudicative Process • Following extensive fact gathering – investigation, checks, polygraph, etc.), examine a sufficient period of person’s life weighing variables: • Nature, extent & seriousness of conduct • Circumstances surrounding conduct • Frequency & recency of conduct • Age & maturity at time of conduct • Likelihood of continuation or recurrence • Potential for pressure, coercion, exploitation

  7. Clearance Processing • Each case judged on own merits – two adjudicators at a minimum • Doubt resolved in favor of national security • Ultimate decision is common sense determination based on careful evaluation • If contractor is denied a clearance, must be advised exactly why (in writing) • Two level appeal process
