Act on Confirmation, etc. of Release Amounts of Specific Chemical Substances in the Environment and Promotion of Improvements to the Management Thereof MSDS system Business operators submit notifications detailing amounts of chemical substances released into the environment or transferred. National government collates reports and makes results publicly available. Targeted Chemical Substances Class 1 Designated Chemical Substances (354 substances) Targeted Business Operators Business operators who produce or handle targeted chemical substances or related substances. (Operators of 23 specially designated businesses, operators who employ over 21 employees during normal business operations and operators who annually handle over one tonne of targeted Specific Class 1 Designated Chemical Substances (or 0.5 tonnes of specially designated carcinogenic substances) PRTP system Business operators are required to submit data on properties and appropriate handling of designated chemical substances when being transferred. Targeted Substances Class 1 Designated Chemical Substances (354 substances) Class 2 Designated Chemical Substances (81 substances) Targeted Business Operators All operators who handle or deal in designated chemical substances or specified products. Promoting self management of chemical substances Operators Raise awareness among operators of environmental release, disposal and transfer of targeted chemical substances Awareness Business operators manage chemical substances in accordance with the guidelines issued by the national government, and offer information to raise public awareness and understanding of management practices. Operators submit reports detailing release and transfer amounts to local authority, which in turn submits to prefectural governor relevant national government ministry. Notification *Operators supply confidential information directly to national government, and request name of substance be changed to a generic name.
