Training course goal • To provide relevant expert organizations with in-depth knowledge on the implementation of nuclear security of material out of regulatory control • To provide relevant expert organizations with practical know-how and tools for an efficient and effective expert support to Front-Line Officers

  3. Objectives • Familiarize with the background and framework for Nuclear Security of material out of regulatory control • Understand the need for well-defined concept of operation and standard operating procedures based on decision criteria • Familiarize with operation and testing /troubleshooting of radiation detection equipment • Familiarize with identification of radionuclides based on their gamma spectra, and quantitative assessment of material (activity estimation) • Practice detection scenarios

Course structure • Course Introduction – 0.5 days • General background and framework for Nuclear Security of material out of regulatory control– 0.5 days • Concept of operations, response scheme and response criteria – 1.5 days • Equipment operation – 1.5 days • Equipment functionality testing and troubleshooting – 2 days • Identification of spectra, quantitative assessment – 1.5 days • Practical exercises (scenarios) – 1 day • Test and discussions – 0.5 day • Exit discussions, feedback, etc. – 0.5 day Certification of trainees who successfully passed the assessment

  5. Certification • 100 % presence during the training • Active participation in all theoretical and practical drills • At least 80 % of correct answers for the final test

  7. What is MEST? • Mobile Expert Support Team • MEST is a service (like maintenance) • MEST is a critical element of BME system • must be established before the system goes live • MEST is involved in operational and tactical response to radiation alarm: • Material categorization (legal or not); • Recovery • MEST is designed to match operational constraints of FLO (e.g. 24/7 on-call, 30 min response time, etc.)

  8. What MEST should do? • Be available to provide continuous, effective and efficient service for FLOs • Have necessary knowledge on legal and technical matters • Have technical abilities to attribute material and timely answer the two questions: • Is detected material legal to transport? • Why?
