  5. …and consequently taking the lead in measures implemented regarding transportation… • Doubling of the Athens Metro network and the Thessaloniki Metro (to be built) • Renewal of Public Transport Vehicles and Taxi fleets 9,500 taxis were replaced by 2005 (out of a country total of 35,000). Assuming that rail freight transport will take on 10% of the total freight volume increase by 2010 and 20% by 2015 the estimated GHG emissions reduction will be 35 kt CO2 eq and 68 kt CO2 eq respectively. In conclusion and bearing in mind that the total cost of improving rail freight transport cannot be estimated but is expected to be very significant, the average annual GHG emissions reduction (in kt CO2 eq) between 2008 – 2012 is expected to be 35.

  17. …an improvement is expected from the introduction of biofuels… • Implementation of 2003/30/EU started in 2005 • Specifically, National Sugar Company declared intent to start producing 350,000m3 bioethanol by late 2008. • Regarding biodiesel, 3 production units, total capacity 115,000 t 2 production units starting, total capacity 295,000 t 7 production units at early planning stage, total capacity 180,000 t • Biodiesel/Diesel mix distributed is exempt from Special Duty Tax in accordance to the by volume % of biodiesel in the fuel.

Conclusions • Reduction of GHG emissions form freight transport is a priority on Greece’s agenda with regard to increasing rail freight. • Significant rail infrastructure is still missing in order to be able to see tangible short-medium term results. • Significant improvement can be noted in the coordination of the effort. • Replacement of HDVs fleet is a sociopolitical problem as well as a technical one. • Little progress has been made in promoting sustainable city logistics for freight transport

Coherent policy – who decides • Gepographical spread and current proctice • Historical reasons for decreased rail transport (Yogoslavia) • Little has been done on urban transport logistics (last miles techniques) eg on-street parking policy where there was no provisions for loading zones • Recent study by Stratos and another colleague showed that bus speed is impacted by 15% due to unregulated loading-unloading of goods 01.06.2006
