  1. SAM, UN, and World Bank Screening BASICS April 2013

  2. NOTE: The following provides guidance on IRD’s SAM, UN, and World Bank screening process. This is not a policy document.

  3. Update All employees, consultants, suppliers, vendors, grant recipients, and subcontractors to be screened against: • SAM/EPLS • UN’s Sanction Lists When working on a World Bank or AusAID project the World Bank List must be checked as well.

  4. Check EPLS through the USG System for Award Management (SAM)

  5. 1. Using Internet Explorer go to https://www.sam.gov. (There have been issues with SAM when using Firefox and Chrome) 2. Press the search records button to search.

  6. 3. Type in the name of the business or person you want to search for. 4. Press the search button to search.

  7. 5.If search produces “no results”, print the screen (Ctrl+P) and file with other documentation supporting transaction.

  8. Repeat Steps 5 and 6 to print and document the hit. If search produces a “hit”, compare the hit to our potential business partner using THIS FORM. If the potential business partner and the SAM “hit” have several things in common forward that information to samreports@ird-dc.org.

  10. UN Sanction Lists • Access the United Nations Security Council list (resolution 1267 and 1989) • Go to http://www.un.org/sc/committees/1267/aq_sanctions_list.shtml

  11. 2. Click on the link to load list (HTML format seems to work better).

  12. 3. Note that the list is broken down into two sections, a) individuals and b) entities.

  13. 4. On your keyboard, press CTRL + F to pull up the search bar and type in the individual or entity. The number of results will appear to the right.

Print out results • On your keyboard press “PrntScn” (Print Screen) • Open a new Word Document and paste the image • File the results Note: If there’s a “hit”, compare the hit to our potential business partner using THIS FORM. If the potential business partner and the SAM “hit” have several things in common forward that information to samreports@ird-dc.org

  15. Note: These instructions were specifically for UN resolution 1267 and 1989 (Al Qaeda). Please note are other UN lists that may need to be checked as well. Read your award document to determine additional requirements.

  16. Check #3 The World Bank Listing of Ineligible Firms and Individuals

  17. 1. Using Internet Explorer go to The World Bank Listing of Ineligible Firms and Individuals 2. Type in the name of the business or person you want to search for and press GO.

  18. 3.If search produces “no results”, print the screen (Ctrl+P) and file with other documentation supporting transaction.
