  6. Grant Specifics • Eligibility & Funding - local new and existing accountability courts • Application Deadline - 5pm, Monday, April 8, 2013 • Award Period – FY14: July 1, 2013 – June 30, 2014 • Contact - Lori M. Jourdain, lorimjourdain@gmail.com

  7. Overview • Criminal Justice Coordinating Council (CJCC) will administer grant application and fund distribution processes • Grant application available on CJCC website – http://cjcc.georgia.gov • Completed applications with attachments should be submitted by application deadline – 5pm,April 8, 2013

Instructions • Existing Courts – Sections 4 & 6, answer all questions; Section 5, only answer questions in subsection(s) applicable to your court; Section 7, submit all required attachments • If your court submits an application that does not adequately answer all questions, your application will be considered incomplete and will not be reviewed for funding • Implementation Courts – same as existing courts • Do not respond to questions in Section 4, #37-44 • Do your best to answer questions using future tense instead of present tense (example: “will you” instead of “do you” or “will there be” instead of “is there”) • Avoid when possible answering “not applicable (n/a)” • Important: The Accountability Court Funding Committee will accept only the first application submission so please be sure to submit your final draft

Application Review • Only applications received by deadline will be reviewed • Applications will be reviewed by funding committee and their designees • Applications may be funded in full, in part, or not at all • Review Criteria: • Past compliance with requirements • Quality and completeness of application • Clear, measurable and appropriate standards • Demonstration of need • Correlation between cost and objectives

Funding Decisions Made by Accountability Court Funding Committee Based on availability of funds CJCC will notify applicants in writing of funding decisions Applicants should not assume funding is granted until receipt of written award notification signed by the CJCC director in mid-May Awards may be terminated if grantee is determined to be non-compliant with special conditions and required reports

Restrictions & Supplantation • Grant funds will not be used for: • Out-of-state training • Pay supplements for state or county employees • Office space • Furniture (existing courts only) • Incentives • Monthly cell phone charges • Grant administrative overhead • Grant funds must supplement existing funds for program activities and cannot replace funds that have been appropriated for the same purpose

  12. Post-Award Requirements • Grant and special conditions acceptance forms must be reviewed, signed and returned to the CJCC by June 28, 2013 (no exceptions). If necessary, please place this item on your county’s May or June 2013 Board of Commissioner’s agenda now • One fourth of all award funding must be spent each quarter • Encumbering or carrying over funds between quarters is prohibited • Unused funds will be retained by CJCC and managed by Funding Committee • Quarterly reports are required 10 days after quarter’s end (found on gaaccountabilitycourts.org) • FY14 budget amendment requests will not be accepted until October 1, 2013. No requests for budget amendments will be considered prior to this date

Reimbursement grant • This is a reimbursement grant • ALL expenses are paid by your court • Retain copies of check stubs, paid invoices and receipts and submit to CJCC quarterly (monthly is acceptable but quarterly is required) • CJCC reimburses your county • DO NOT submit unpaid invoices to CJCC for payment directly to vendor/supplier

Training • Training is REQUIRED for each court accepting grant funding • Go to gaaccountabilitycourts.orgfor tentative training dates and required attendee list (the approved FY14 Calendar will be posted to the website in late April) • Training for implementation courts vary from that of existing courts • All training related expenses will be reimbursed by the Accountability Court Funding Committee

Application, pages 2, 6-28 • Certification – page 2, print after completing, secure original signature from judge, scan, and then include as an attachment when submitting entire application to CJCC • Section 4 – Application Form, answer all questions 1-50 • Section 5 – Court Specific, only answer section(s) applicable to your court type listed in Question 3 • Section 6 – Budgets, only submit what your court requests from grant funds, NOT your entire operating budget • Section 7 – Attachments, remember to “attach attachments” to your completed document before submitting to CJCC • Training - requirements and schedule updated regularly on http://www.gaaccountabilitycourts.org
