  1. 2007 PAVEMENT MARKING ACTIVITIES AND PERFORMANCE Operations Division April 25, 2008

  2. PAVEMENT MARKING SUMMARY • Customer Satisfaction • Customers are positive but not completely satisfied • Continue to investigate new materials and methods to improve visibility, especially at night and wet weather conditions • Pavement Marking Tech Memo Compliance: • The Tech Memo expired in December 2007 • New Tech Memo issued soon • 99.7% compliant Operations Division

  3. PAVEMENT MARKING SUMMARY (Continued) • Pavement Marking Performance: • Pavement Marking Inventory System • Proposed plan for ’08 measuring • Central Business Activities: • Material Costs are rising sharply • Central Business generating savings through efficiencies and identified best practices Operations Division

  4. PAVEMENT MARKINGS OUTLINE • Importance of Pavement Markings • Pavement Marking Policy, Measures, Targets • Research • Central Business Activities • Construction Activities Operations Division

  5. IMPORTANCE OF PAVEMENT MARKINGS • Market research • Supports TZD by improving traffic safety • Driving population is aging • Recent research Operations Division

  6. MARKET RESEARCH Pavement Marking Customer Satisfaction Rating Scale 1-10 Acceptable = 8 Positive 7 Neutral From Omnibus Survey Survey was not done in 2007 Operations Division

  7. PAVEMENT MARKINGSPOLICY, MEASURES, TARGETS • Policy: • Provide appropriate pavement markings to provide presence and retro-reflectivity (RR) on all highways 365 days a year. • Measures: • Percent of system compliant with Tech Memo requirements • Minimum Retro-reflectivity ( 80-100 MCD/m2/lux ) • Cost and productivity • Customer Satisfaction • Targets: • 100 Percent compliant with TM by Dec 2008 • 100 Percent line miles meeting minimum RR or scheduled for replacement Operations Division

  8. PAVEMENT MARKINGTECH MEMO • Technical Memorandum 03-08-T-03 “Mn/DOT Policy for Pavement Marking Operations” • Issued May 2, 2003 and expired December 31, 2007. • New Technical memorandum to be issued soon. • With New Construction and Retrofit should have substantial compliance by 2008 Operations Division

  9. NON-COMPLIANT ROADWAYSNeed 25 Miles to Epoxy, 73 Miles to CL Tape/EL Epoxy 0.3% of 36,900 Line Miles State-wide Operations Division

  10. NON - COMPLIANT ROADWAYSNeed 12 Miles to Epoxy, 35 Miles to CL Tape/EL Epoxy0.3% of 16,773 CL Miles State-wide Non-Compliant Operations Division

  11. The ability of the pavement markings to reflective light back to its source. Headlights bounce off of tiny glass beads directly back to the driver instead of scattering. Wear (vehicles, weather) and Tear (snow plows) reduces Pavement Marking Retro-reflectivity PAVEMENT MARKINGRETRO-REFLECTIVITY Retro-reflectivity Comparison 1200 800 300 100 40 mcd/m2/lux Operations Division

  12. 2007 RETRO-REFLECTIVITY TOTAL READINGS 6,465 Total Line Miles read in 2007 Operations Division

  13. RETRO-REFLECTIVITY ISSUES • Concentrating more on markings with suspected deficiencies. • Incomplete and uneven coverage of projects and striping crews. • Increase in Preventative Maintenance hampering performance • Crack sealing and patching over markings • Marking durability poor on chip seals • Chip Seal markings that look good are still measuring low Operations Division

  14. RETRO-REFLECTIVITY PLAN • Sampling plan to measure the health of the state-wide pavement marking system. • Increase the use of Handheld readings on new projects and 2L2W roads. • Timely reporting from contractors and Mn/DOT crews. • Researching solutions to preventative maintenance issues including literature review. • State-wide Pavement Marking Inventory System. Operations Division

  15. RETRO-REFLECTOMETER READING PLAN • Improve District confidence in data and prove effectiveness of equipment and procedures. • Establish a shared state-wide pavement marking inventory system. • Resolve installation issue prior to payment. Operations Division

  16. PROPOSED STATE-WIDE PAVEMENT MARKING INVENTORY SYSTEM (PMIS) • July 2008 Contract Completion. • May 7, 2008 Statewide Training and District Feedback. Operations Division

  17. PMIS CAPABILITIES & BENEFITS • Inventory of pavement markings in the State • Easy access to retro-reflectivity data state-wide • Easy access to installation history state- wide • Quick assessments of pavement markings state-wide • Correlation between planned striping and planned construction activities Operations Division

  18. PAVEMENT MARKINGRESEARCH PROJECTS • Rubber Snow Plow Blades • Wider Markings • Wet Reflective Markings • Rumble StripEs • Late Season/Cold Weather Markings Operations Division

  19. Saved $2,234,089 in 2007 2005 to 2007 outsourcing pavement marking maintenance in Metro area to increase the efficiency of in-house crews. Material Costs increasing due to increase in fuel costs. CENTRAL STRIPING BUSINESSLINE MAINTENANCE Operations Division

  20. CENTRAL STRIPING BUSINESSLINE MAINTENANCE • Material cost reduction • Started in 2003 • Reduced line thickness for liquid markings from 15 to 12 mils. • Reduced glass beads in epoxy from 30 lbs/gal to 15 lbs/gal. • Latex Performance • Performing similarly at 12 and 15 mils. • Epoxy Performance • Performing similarly at 12 and 15 mils. Operations Division
