  3. Scope of the study • EU+Norway+Switzerland (EU17) • Transport modes : • for passengers : rail, private cars, buses and coaches, air • for freight : rail, road, inland navigation, coastal and short-sea shipping • market segmentation only where relevant to competition.

  4. Expected results • Neutral fact-finding report : • information on competitive distortions between transport modes in EU17; • policy instruments to deal with these distortions; • recommendations for cross-modal funding; • real case studies. • Appendixes with detailed tables showing, in a quantitative and/or qualitative way, the different elements of distortion for each of the EU17 countries.
