  2. The role of Environmental Authorities • UK Government delegated role of competent environmental authority to us, but: • no economic development expertise • very limited resources • no common position on environmental issues for the region between the three authorities

  3. The Environmental Sustainability Theme Manager • A dedicate resource to ensure the effective delivery of environmental objectives • Funded by Local Authorities, Competent Environmental Authorities and Regional Development Agency • Work within the Programme management structure • Independent • Influence on a strategic and project specific level

  4. The role • To provide both general and specific advice to applicants • Appraising projects and applications • Attending all Programme “decision making” groups • Monitoring performance • Working with environment and economic sectors to build capacity • Reviewing progress and disseminating good practice

  5. Key lessons • Programme strategy and structure has to be right • Outputs need to be meaningful • The Environmental Sustainability Theme Manager must be pragmatic and independent • Capacity building with partners is crucial • Provision of face to face guidance gives the best results
