  1. Systems Initiatives on the Horizon for ODAR

HIT Initiative Accomplishments to date: • With the new administration, HIT is getting a great deal of attention and is expected to be a cornerstone in the plan to fix the healthcare crisis. • Being an important initiative, SSA has taken a leadership role in the federal government for moving HIT forward. • In August 2008, we implemented our first use of HIT to obtain medical records from Beth Israel Deaconess Medical Center in Boston in seconds. • As part of this implementation there is the ability to analyze the codes received and provide an examiner with guidance in some situations, for example to look at specific parts of the record which may apply to a medical listings. • The DDS realizes the benefits from the speed of the response, the standard presentation of the record, and in some cases the specific guidance which may save reviewing hundreds of pages. What’s on the horizon: • Systems is working with ODAR to explore ways to support your processes moving forward. • For example, we might check medical status as a hearing is filed, complementary with your initial screening process. • We might also check for changes in conditions while a case is in the queue and alert you to important changes.

Systems Performance Initiatives Accomplishments to date: • OTSO/ODS are collaborating with ODAR staff on intermittent performance problems reported in ODAR sites. • In November 2008, the COMPUWARE desktop agent was used to measure typical and end-of-month representative workloads is all ODAR sites. • Roll-out continues to ODAR sites for bandwidth upgrades from the VTC and TSRP programs. What’s on the horizon: • ODAR and Systems will be participating on onsite visits to analyze performance at selected sites. • OTSO will be performing a study of a network traffic compression product for assessment in response time improvements. • OTSO is deploying the WebHealth monitoring “robots” to establish a solid, repeatable baseline of performance measures for various ODAR tasks. • Systems will continue to quickly address production issues and resolve them in a timely manner.

Centralized Print Initiative Accomplishments to date: • All ODAR sites were rolled out at the end of August 2008. • Current statistics for FY09: • Total notices: 577,308 • Daily average of notices: 7308 per day • 10% of the notices are available to be centrally printed (but they are the ones most commonly used) • 13 notices currently available What’s on the horizon: • Adding decisional notices to central print (March 2009)

CPMS Enhancements What’s on the horizon : • Expand batch processing to include hearing site assignment (March 2009) • Expand batch processing to include assign to decision maker (August 2009) • Integrate the in-line quality review process for electronic folder cases (August 2009) • Enhancements to support expansion of the access to the Electronic Folder by appointed representatives (October 2009) • Enhancements to support Appointed Representative Disability Direct initiative (February 2010)

DGS/FIT Enhancements What’s on the horizon : • Continue rewrite of FIT (March/August 2009) • Revise notice language to improve tone according to Commissioner directive (August 2009) • eSign for the Appeals Council (August 2009) • Additional data propagation into DGS/FIT from CPMS (March/August 2009) • Assessing the future of the application for possible data collection and modernization to potentially a new architecture

Automated Scheduling Initiative The goal of this initiative is to automate the hearing scheduling process, thereby not only significantly decreasing the time allocated for scheduling of hearings by hearings personnel but also providing better service to the public by quickly and efficiently processing their requests for hearing. Accomplishments to date: • Conducted market research to look for a COTS package that could be potentially customized to meet the business requirements. What’s on the horizon: • Selection of a vendor to develop the Automated Scheduling software in April/May 2009 • Begin Proof of Concept in early 2010

  8. ePulling Initiative Accomplishments to date: • Initiative is being piloted in 5 ODAR sites and the NHC. • Implemented processing that allows systems-generated documents that have known time periods to by-passed by the eCompex vendor software. (December 2008) • Implemented the auto establishment of the ePulling case characteristic in CPMS. (December 2008) What’s on the horizon: • Implementation of the spreadsheet view in DMA (February 2009) • Enhancement of the eComplex vendor software for better accuracy and confidence(Continuous) • Working with Booz-Allen Hamilton to develop evaluation metrics

  9. ARPS Enhancements What’s on the horizon: • Support for electronic processing of Federal Court processing by OAO (March 2009)

Digital Recording Initiative What’s on the horizon: • Current contract for the DR equipment expires in FY09. • Due to the Gateway contract falling through, the DR software that resides on the laptop will need to be reworked to support the new brand of laptops. • Support for the expansion of the VTC initiative.

DVU/RVP Initiatives Accomplishments to date: • In support of the VTC Systems expansion, installation of 14 DVUs have occurred at selected locations. • ODAR is averaging 150 hours per month with the desktop video systems have been installed. • OTSO has certified seven attorney’s locations that have been approved for inclusion in the pilot • All RVP calls with the exception of one have been successful. The issue with the one call turned out to be an ISDN issue with the attorney's connection. What’s on the horizon: • Continue installation of the 144 DVUs scheduled for this year. • OTSO is in the process of certifying 12-15 additional attorneys to participate in RVP.

  12. National Hearing Center Accomplishments to date: • The Falls Church, VA NHC expansion was completed in September 2008. What’s on the horizon: • The Albuquerque, NM expansion has now been delayed until April/May 2009 due to construction issues. • An interim NHC was opened in the Albuquerque TSC in October 2008 and is functioning as a Permanent Remote Site. • All computer, printer, server, DMA and video conferencing equipment for the Albuquerque NHC has been ordered and pending an installation date. • The Chicago NHC is scheduled to open in June 2009 and will consist of 81 employees. • Regular conference calls are now taking place to plan for the opening of this location.
