Challenges for e – FMS implementation in MP

  • Scale of roll-out :

    • State-wide roll out from 01-04-2013.

  • Issue with banks/Post offices :

    • Integration bank, Post offices and Co-operative bank and societies -Total 15018 branches

    • Account verification- Total 99 lakh

    • Delayed in FTO processing by banks Around 30 days

    • Rejection of FTO transaction- Around 1.40 lakh

    • Rejection and delay of FTO in Post Office –Around 22 thousand around 45 days

  • Issue with nrega-soft:

    • Offline to online switching

    • Mismatching in online & offline data

    • Slow NIC server speed

    • DSC enrolment in NREGA-Soft

    • Non-existence of material, semi-skilled and other modules for e-payment.

    • Poor internet at block offices.

  • Administrative issue :

    • Change Management on time

    • Define Role and Responsibility

    • Communication and training

    • Maintain Performance

    • Huge pressure to roll-back

  • Training for all level functionaries :

    • Interactive training on regular interval in peak working season.

    • Videos of actual data entries.

    • Training for frequent changes in system.

    • FAQ and its reply system.

e – FMS implementation in MP – Today

  • Scale of roll-out :

    • State-wide roll out of e-Payment for all transactions in 23 thousands GPs from 01-04-2013.

  • Issue with banks/Post offices :

    • Integration bank, Post offices and Co-operative bank and societies –completed with all 15018 branches

    • Account verification- Total 44.7 lakh

    • Delayed in FTO processing by banks Around 3 days

    • Rejection of FTO transaction- Reduced to 2%

    • Rejection and delay of FTO in Post Office –Around 20 % around 15 days

  • Issue with nrega-soft:

    • Offline to online switching – All location online

    • Mismatching in online & offline data – 5 % only.

    • Slow NIC server speed – Dedictaed Server for MP

    • DSC enrolment in NREGA-Soft – 626 DSC in 313 locations

    • material, semi-skilled and other modules for e-payment. Ready but required stability

    • Leased line in process to sort out the poor internet at block offices.

  • Administrative issue :

    • Change Management on time – managed now

    • Define Role and Responsibility – fixed now

    • Communication and training – stablised now

    • Maintain Performance – Pace with last years.

    • Huge pressure to roll-back – Relaxed now.

  • Training for all level functionaries :

    • Interactive training on regular interval in peak working season. 1.2 Lakh field functionaries in Feb-April 2013.

    • Videos of actual data entries : Ready & distributed.

    • Training for frequent changes in system : synchronised.

    • FAQ and its reply system : Solution based FAQ & reply system prepared for field functionaries.
