Negotiating in 2014 vs. Negotiating in 2011 In 2014 it is STILL a FIGHT to keep what you have NYS In 2014 there is: • GAP Elimination: Take back of school aid from Component Districts • State Aid formula that negatively impacts rural districts hardest: Majority of the Component Districts • State Tax Cap: Enacted since 2011- Severely Impacts Component Districts • State Aid Cap: Enacted since 2011 – Impacts both BOCES and Component Districts. Limits amount of State Aide to NYS School Districts at the personal income growth amount in NYS • Continued Negative public opinion regarding public employees • NYS PROPERTY TAX FREEZE – NEW this year- fear further negative impact on Component District

Regional Teacher Settlements Since May 2012 • Majority of Salary increases range from 1.75% to 2.9% each year of new contract • Health insurance contribution changes include: No change in contribution rate but change in Base Plan (e.g. From Select to Value) which is tied to increase in salary No change in Base Plan but increase in contribution rate (e.g. increase by 3% - 5%) and tends to be tied to increase in salary No change in Base Plan or contribution rate. This tends to be due to: a very low salary increase, and/or everyone already contributing in the range of 15%- 20% • Introduction of more Health Insurance Plan choices or less expensive plans

BOCES2 2014-2015 Tentative Contract Proposal • Board is comprised of representative from each of the 9 component districts • Ratification occurs from the vote from the constituents and the Board • Non ratification means that we continue to operate under the terms and conditions of the current contract. • Your vote is important!

  4. Salary Increments • 2014-2015 2.8% + $450 • 2015-2016 2.7% • 2016-2017 2.5%

  5. Health Insurance • BluePoint2 Extended – no longer available for enrollment ** YOU MUST CHOOSE ANOTHER PLAN ** • Base Plan – BluePoint2 Value • Buy up to BluePoint2 Select (option) • Effective Date – October 1, 2014

  8. Buy up Formula • Total cost of the Select Plan • For pre 1/09 staff members: • Subtract BOCES contribution (90%) of Value plan. • For post 1/09 staff members: • Subtract BOCES contribution (80%) of Value plan. • This equals your total annual cost for buying up

Health Insurance Contributions: • Nurses will increase 4% from 6% to 10% over life of contract: year 1 to 8%, year 2 to 9% and year 3 to 10% • 2 Members grandfather into Classic Blue Plan will increase 2.5% from 15% to 17.5% year 1 • Pre 1/2009 members: NO change stay at 10% • Post 1/2009 members: NOchange stay at 20%

Health Insurance Next Steps • AUGUST 2014: • Receive notification from BOCES detailing insurance options • If you have EXTENDED you MUST choose another option • If you VALUE there will be NO change • if you keep SELECT you must be aware this will become a buy up option after the enrollment date • Month of September 2014members MUST change open enrollment if in Extended. • Month of September 2014members who want to change from Select to Value will need to change enrollment.

  16. Other Areas NegotiatedLeadership Stipends • Now: Department Chairs shall receive $150 per unit member with a maximum compensation of $1500 and a minimum compensation of $1000. • Was: $136 per unit member with maximum compensation of $1363 and a minimum compensation of $818

  17. Other Areas NegotiatedBOCES Required Industry Certification New language added to read as follows: The BOCES will reimburse CTE Teachers for the cost of BOCES required CTE Industry Certification fees.
