Priority 2: Targeted Analyses based on User Demand • Objectives • Action 1: Provide evidence and knowledge based on ESPON results on strengths and weaknesses of regions/larger territories from European perspective, giving regions the option to compare themselves to other regions, thereby finding competitive advantages for development and cooperation • Action 2: Improve usefulness of ESPON results by testing new, experimental and innovative options • Action 3: Provide analytical support and evidence based on ESPON results on thematic priorities in cooperation with other SF Programmes • Geographical coverage of projects • More limited than Priority 1 with greater geographical detail • Due to transferable character of projects entire ESPON territory benefits

Priority 2: Targeted Analyses based on User Demand • A two-step procedure towards targeted analysis • Submission of expressions of interest (EoI) by stakeholders (i.e. public authorities of EU27+4, partnerships of regions and/or cities). EoI’s approved by ESPON MC are basis for development of project specifications => • Call for proposals for targeted analyses addressed to research institutes, universities and experts with the necessary analytical capacity to carry out the analysis. • Specific role of stakeholders in Priority 2 projects • Define content of projects and set up project specifications in cooperation with ESPON CU • Involved in selection of team of experts • Give guidance to targeted analysis (-> Steering Committee) • Apply project results in practice and disseminate results

Priority 2: Targeted Analyses based on User Demand • Implementation method • Steering Committee guiding the project, involving • Stakeholders • ESPON CU • TPG/team of experts • [Umbrella organisations, other interested stakeholders] • Please note: • For any questions in relation to any of the targeted analyses please contact the ESPON CU directly (not the stakeholders)

Call for Proposals on Targeted Analyses • Outputs • Delivery of outputs varies depending on project’s length, usually request for: • Inception report • Interim report • Draft final report • Final report • Presentation of project results at certain events are foreseen for all projects (see individual project specifications) • Max. budget foreseen should cover all costs for completing the study, • incl. travel expenses and attendance at meetings • One single proposal will be selected for each of the 2 themes indicated

Advanced Monitoring And Coordination of EU R&D Policies at Regional Level (AMCER) • Purpose: • Synthesise data about the territorial and R&D systems and develop and/or consolidate data and analysis on the investments funded in the framework of EU R&D policies • Develop a harmonised methodology for the development and consolidation of regionalised data concerning the investments funded in the framework of EU R&D policies in the regions involved in the project • Analyse their impact of the investments funded in the framework of EU R&D policies in the regions involved in the project

Advanced Monitoring And Coordination of EU R&D Policies at Regional Level (AMCER) • Envisaged results: • Synthesis of the main R&D challenges at regional level, for each of the Regions involved in the project. • A list and breakdown of EU R&D investments at regional level in the Regions involved in the project. • A methodology for the development of regionalised data on the results of FP6/FP7 and CIP (Competitiveness and Innovation framework Programme) and SF (Structural Funds inteventions) at regional level. • An analysis of EU R&D policies’ impact on both R&D performance and territorial cohesion in the Regions involved in the project. • An inter-regional comparison of the results obtained for each of the regions involved, at horizontal level (all R&D sectors taken together), and at the level of specific R&D sectors to be defined.

Airports as Drivers of Economic Success in Peripheral Regions (ADES) • Purpose: • Develop a common understanding of the opportunities and perspectives of airports for the economic development of peripheral regions (and their role for territorial development and cohesion). • Analysis of the territorial characteristics of the regions and compare similar types of regions. • Group of Stakeholders: • Province of Savona (Italy) [Lead Stakeholder] • Region of Western Greece (Greece) • City of Jyväskylä (Finland) Project length: February 2011 – August 2012 Budget:Max. 300.000 €

  10. Airports as Drivers of Economic Success in Peripheral Regions (ADES) • Envisaged results: • Generic methodological frame on analysing the territorial potentials of peripheral regions in Europe considering different territorial contexts. • Methodology for measuring the effects of improving accessibility (in particular with regional airports) on regional economic performance and vice-versa. • Indicators offering additional information on the measurement of accessibility in peripheral regions and its relation with economic development and competitiveness. • Best practices and sample of regional development models for peripheral regions in Europe (considering the role of regional airports).
