FUNDS FLOW State Project Office MODE OF RELEASE OF FUNDS TO S.M.C For smooth and speedy progress of work the funds are released to the S.M.C in two phases i.e, 75% of the estimated costs for the work from foundation level to roof casting and after roof cast the rest 25% is released for completion of work.   5. THIRD PARTY EVALUTION The National Institute of Technology (NIT), Rourkela has been awarded to conduct 3rd party evaluation in 30 districts of Orissa. The evaluation work is in progress.

  6. MONITORING AND SUPERVISION • Monthly Review Meeting held at State Project Office. • Zonal Review meeting, comprising 7 to 8 district in each group is also held in every month. • The District wise, block wise & School wise report of physical and financial progress through web-based monitoring is under progress. • Monthly Review meetings are held in District Project Office by the Collector-cum-Chairman. • Weekly Review meetings are held in District Project Office by the D.P.C

CAPACITY BUILDING • Capacity building of SMC members regarding quality of construction • Construction manual (local language / graphical representation); Leaflets explaining construction specifications and procedures (local language), Training module revised; • Regular Trainings are being imparted to SMCs & Engineers to familiarize the procedures of construction works through community, roles & responsibilities of SMCs & Engineers. • Uniform UC format, Separate SMC training on accounts maintenance conducted by Finance Consultants • Formation of MTA & ensuring SMC (fortnightly), MTA and PTA meetings on a regularly basis

TRAINING SMC TRAINING • Roles & responsibilities of SMCs & technical personnel • Accounts management • Choosing suitable plans • Involving the community in engaging labours, buying materials & overseeing the construction • Ensuring the quality of construction • Post construction maintenance leading to sustainability • A Documentary Film, some Training modules and leaflets prepared in Odiya text. MASONS TRAINING • Adopting cost effective technologies & Maintaining design specifications • Technical manuals developed in • oriya text (local language)- “Sikshya Needa” by OPEPA

IMPORTANT BUILDING COMPONENTS • Important pedagogical designs • Classroom, Varandah, BaLA, HM Room, Toilet, Separate Toilet for Girls’, Boundary wall. • Wall paintings • Attractive children’s chalk board • Grills in windows depicting alphabets & numbers • Adequate storage spaces for T.L.M, library books, old books of the children, official files & records

  10. IMPORTANT BUILDING COMPONENTS • Accessibility for physically challenged students • Ramps with hand rails • Floors are maintained at one level • Risers of steps max. 150 mm. • Child friendly elements like slides, see-saw, swings etc.

BUILDING PLANS & DESIGNS • SITE SPECIFIC DESIGNS • Local specificity from the point of cost effective technology • Use of local skill and materials • Adoption of multi hazard resistant features FLOOD: • Fixing of plinth level basing on the recorded H.F.L & to arrest the capillary action of water in the walls • Plinth protection to prevent scouring • Stair case to the terrace of the school in areas subjected to frequent flooding CYCLONE : • Restricted openings & its placements EARTHQUAKE : • Hazard zone maps available in the Vulnerability Atlas used to decide mitigation measures • Horizontal bands at plinth level & lintel levels and vertical reinforcements provided following Codal specifications to act as a box like structure

CONVERGENCE FACTOR Convergence Programme : • A number of convergence meetings were held with RD Department regarding provision of toilet and water supply facility to each school. • RWSS/TSC (Total Sanitation Campaign) have made a target to provide toilet at least one to each school where student strength is less than 200 and at least two toilets where the student strength is more than 200 to be completed by the end of March’12. • The Technical personnel of RD & SPE, OPEPA have constituted a technical taskforce for implementation of such programme timely and successfully.

CONVERGENCE FACTOR Convergence Programme : • Toilet & Drinking Water facilities in Rural areas are executed through EE, RD. • Toilet & Drinking Water facilities in Urban areas are executed through SSA • Girls’ Toilet both in Rural & Urban areas is executed through SSA • Executive Engineer, RWSS is one of the member of District SSA Committee. • District Project Coordinator, SSA is one of the member of the TSC

  14. QUALITY CONTROL • TEST FOR SAND • For fine Sand Fineness modulus (F.M) test is done and it is with in 1.5 or above. For Course Sand the Fineness modulus (F.M) is with in 2.5 to 3.5.The grading of sand is done by Sieve analysis by motorized Sieve Shaker. • TEST FOR BRICK • Water Absorption testof Brick is done at field level. • Compressive strength of Brick is also tested. • Crushing Strength of Brick is also tested. • CUBE TEST: • Compression for Cement Concrete carried out by Compression testing Machine by testing concrete cube of size 15 X 15 X 15 cm size. • SLUMP TEST: • Slump test is done to determine the consistency.

  15. QUALITY CONTROL MEASURES • A booklet on ‘Quality Assurance’ • Workshops & Seminars for updating the technical knowledge • Manuals & Leaflets distributed among SMCs during training for dissemination of technology

  16. COST EFFECTIVE TECHNOLOGIES • Use of locally available materials, • Use of local skill and materials, • The adoption of alternate technologies and cost effective systems like use of Rat trap bond, filler slab etc.

Method of implementation of civil work at field level • PRE CONSTRUCTION VEC TRAINING & FOLLOW UP DURING CIVIL CONSTRUCTIONS ENSURES • Proper management of accounts & assets • Cost effective decisions • Meaningful participation • Optimizing cost & ensuring quality • Acceptable workmanship • Creation of Child Friendly & Learning Environment • Sustainable approach envisages raising of corpus fund & post maintenance activities

  18. MULTI HAZARD RESISTANT FEATURES Vulnerability atlas is being followed for preparing site specific Designs in areas prone to Earthquake, flood & Cyclone. Different hazard resistant features are provided following latest Codal specification.

PROVISION OF ESSENTIAL FEATURE IN BUILDING • Drip Course, Plinth Protection, Rain water Drainage spouts etc. • OTHER IMPORTANT BUILDING COMPONENTS • Ramps for physically challenged students, fire fighting equipments are provided for the safety of children etc. • ATTRACTIVE & LEARNING ENVIRONMENT • Child Friendly Elements such as Swing, Slide, See-saw etc., • In built learning components such as wall pictures, wall painting, grills depicting alphabets & numbers, Children’s chalk board, learning corners, verandah with a different get up etc.

BUILDING DESIGNS AND OPTIONS • Types of foundation designs developed to suit various soil conditions across state • Use of locally available construction material promoted (laterite / granite) • Use of cost effective technologies promoted (filler slab, stub footing, arches) • RCC designs revised to economize on construction costs.

Whole School Development Plan • AMA VIDYALAYA • Making School ambience Attractive and Child-Friendly; a place for children to cherish. • Optimizing the use of spaces for making learning a joyous experience for children. • Integrating common elements for facilitating teaching and learning, across the schools. • A step towards the Child-Friendly school envisioned in the Right of Children to Free & Compulsory Education Act, 2009.

  22. Issues • Reappropriation of Civil work pending at GoI level • Requirement under RTE vis-à-vis SSA norms • Incomplete building due to price escalation • Opening of NPS & NUPS vs availability of building in AWP&B FY 2010-11
