  2. About Rwanda • Rwanda is located south the equator. Located in the Great Lakes Region, among East African countries. • It is linked to the high lands in Central and East African with a mountainous relief to the north that becomes hilly in the central part (the land of a thousand hills) • The capital city is Kigali, Rwanda has a population of over 8million people. Illiteracy rate is at 50% amongst the adults in the rural areas (83% of the population) • It is mainly involved in agriculture . More than 90% of the active population is employed in the primary sector dominated by a rather subsistence agriculture.

About Rwanda Continued………… • The input of agriculture in GDP is 46% and the main export are tea and coffee • After the economic distress that followed the war and genocide (1994), steps such as rescheduling foreign debt, support by the IMF and World Bank, suppression of export taxes , rehabilitation of bank sector, easing the restrictions on trade, and so many other initiatives have allowed to consolidate the economy. • As a result, in 2002 there was an increase in growth ranging from 6 to 9.9%, the GDP increased by 10% and the inflation rate has not risen (still at 3.2%)

  5. The Process of formulating national ICT Policy and Plan The Rwandan ICT-led Socio-Economic Development Policy and Plan Development Process began in November 1998. The Framework Document was released in October 1999 and the Policy Document widely referred to as NICI I (2001-2005) was adopted in March 2000 by the Cabinet.

Key Drivers of ICT Development • High-level Commitment to ICT Dev. • Government has positioned itself as ICT champion, • ICT as a strategic Sector, • Comprehensive ICT Master plan, • Education, training & awareness, • Infrastructure investments-Fibre optic, schools connectivity, • E-Government initiatives & Public Sector applications • Cooperation with stakeholders including Public-private Partnerships

The Rwandan E-Government and Governance Achievements The main objective is to improve the delivery of government services; to bring the government closer to the citizens; to improve the Government Administration (government processes and procedures) and realize an efficiency gain • SmartGov- Locally developed budget application system (can easily be repackaged and exported) • eRwanda project supported by the World Bank

  8. Achievements • Telecom house has been dedicated for Technopark - mobile assembly, call centers and other technologies. • Broadcasting antenna on the summit of mount Karisimbi • Deployment of fiber optic backbone: • Public Access Channels (Tele centers- Disks)

Challenges • However, e-Government has the following challenges • There is still need for institutional reforms, i.e structures and procedures with in Government Ministries and public sector organization • No established laws and legislative provisions to facilitate the roll-out out of the e-Government programs • Rwanda lacks the necessary technical and professional level of human resources

Challenges continued…… • Rwanda does not have an extensive national communications infrastructure to fully support a comprehensive e-Government programme (internet infrastructure with in the country is still very limited) • The Government does not have necessary financial resources to invest in a comprehensive e-Government system
