ATUC Strategy • Trade unions should remain committed to promoting decent work and better working conditions • This commitment extends to the promotion of rights and social protection of migrant workers. • There are existing initiatives undertaken by ATUC affiliates to promote the rights and well being of migrant workers (CITU-MTUC, CITU-NTUC, NTUC Efforts, CCTU, TUCP), but we need to do more

ATUC Strategy • Concern for migrant workers are priority • Work on the Action Plan on Addressing Migrant workers should be intensified • Engagement in ASEAN processes • Support the work of the ILO MIGRANT Branch • Promote ASEAN Social Charter • Cooperative mechanisms between and among ATUC affiliates for MW

Further Action needed on • Ratification of ILO Core Conventions and and the two Migrant Worker Conventions (97 and 143). • Ensure trade union involvement • ASEAN Declaration on Migrant Workers • ASEAN Sub-Committee on the implementation of Declaration • ATUC should be able to influence development of framework to implement Declaration, need for ATUC position/paper • ASEAN Forum on Migrant Workers • Global Forum on Migration and Development (ITUC position on the GFMD)

Promote rights based approach to labor migration and encourage the use of the ILO Multilateral Framework on Labor Migration as model for the proposed instrument of the ASEAN Declaration on MW. • Continue work for recognition of trade unions in ASEAN processes • Engage with the ASEAN Secretariat • Advocacy for the establishment of an ASEAN EcoSoc should be pursued. • Trade Union participation in ILO-ASEAN Cooperation

At National Levels • Trade union led country consultations on the implementation framework for ASEAN Declaration, utilizing the ACTRAV MWR manual • Promote ASEAN Social Charter at national levels • Strengthening links with ASEAN Focal Points at national level • Capacity building efforts that will assist in Organizing MW • ATUC affiliates to follow examples of other national center programs to provide support and services to MWs • Work towards greater attention to MW in decent work country programmes

  7. TU-NGO Collaboration • Need for strengthened cooperation • to ensure effective implementation of the ASEAN Declaration • Develop appropriate standards and safeguards for MW • to raise awareness and eliminate myths and false stereotypes of MW • Referral mechanisms • Information and materials exchange
