  6. RECOMMENDATIONS • APMC REFORM TO PROVIDE ALTERNATE MARKETING CHANNELS TO THE FARMER -- CONTRACT FARMING • DIRECT MARKETING • E-MARKETING • SETTING UP OF PRIVATE MARKET • CONSUMER FARMER MARKET • CREATION OF STORAGE WITH PLEDGE LOAN FACILITIES AND NEGOTIABLE WAREHOUSE RECEIPT

  7. RECOMMENDATIONS • CLOSE COORDINATION BETWEEN CENTRAL AND STATE AGENCIES FOR PROCUREMENT • STATE GOVT. ROLE:- • ADEQUATE STORAGE FACILITIES CLOSER TO THE PROCUREMENT CENTERS • ADOPTION OF NEW MARKETING AVENUES THROUGH PPP MODE • CREATION OF REVOLVING FUND TO AVOID DELAY IN PROCUREMENT • DISSEMINATION OF MARKET INFORMATION ON PRICES & ARRIVAL AT BLOCK / FARMERS LEVEL - FARMERS PORTAL

UPSCALING INITIATIVES • PROPER UTILISATION OF RURAL GODOWN FACILITIES AVAILABLE AT PRIMERY LEVEL COOPERATIVE SOCIETY • PROMOTION OF FPOs & PPP MODEL FOR PROCUREMENT • PLEDGE LOAN FACILITIES TO FARMERS BY NEGOTIABLE WAREHOUSE RECEIPT AT MANDI LEVEL • AVAILABILITY OF SWC GODOWN TO THE FARMERS PRIORITY • EXEMPTION FROM TAX / DUTIES ON FOOD PARKS
