  4. History of IT Governance and Management in Florida Enterprise CIO function established at various times and in various agency forms. Canceled outsourcing of central IT. Shift between centralized and decentralized IT management models. IT management role vs. IT governance role. Efforts to coordinate and unify financial reporting and systems. Problematic enterprise financial system procurement and implementation.
  5. Current Status of FloridaIT Governance No State CIO – Agency defunded for 2012-13 but still referenced in State law. Remnant of enterprise security function now embedded in Dept. of Highway Safety and Motor Vehicles. Bill establishing replacement IT agency vetoed by the Governor. New enterprise IT plan may be developed prior to 2013 Legislative Session. Agency CIOs and ISMs responsible for agency IT management and information security management. Data center consolidation still underway. Consolidation of e-mail systems defunded after some agencies were implemented. Oversight bodies for financial management systems, though named in law, are no longer functioning.
  6. State Data Center System Consolidation of State agency systems into three primary data centers. Northwood and Southwood Shared Resource Centers - created from existing agency data centers with appropriate capacity and floor space. Northwest Regional Data Center – an auxiliary of FSU that already served some State agencies, universities, colleges, school districts, and even some private entities. Role of State CIO?
  7. Issues in Florida No State CIO with enterprise-level responsibility and authority for IT. No State CSO to champion enterprise information security. Improvement needed in agency information security risk assessments and IT controls. Need for clarification in State law regarding the State data center system. Should the oversight bodies for the State’s financial management systems be resurrected to reassess the strategic direction of these systems?
