Agenda item 1.19 SDR CRS to consider regulatory measures and their relevance, in order to enable the introduction of software-defined radio and cognitive radio systems, based on the results of ITU‑R studies, in accordance with Resolution 956 (WRC‑07) Australian and APT Position Issue A: SDR Method A NOC to the Radio Regulations Issue B: CRS Method B1- Option B NOC to the Radio Regulations and a new ITU-R Resolution for CRS studies APT counter proposal was to adopt a WRC Resolution on CRS should the ITU-R Resolution fail – not supported by Australia – ultimately not required

Agenda item 1.19 SDR CRS There was a strong push to have a RR outcome on CRS The issue lasted most of the conference Sub-Working Group 6a2 a.i.1.19 established to explore three options; to make no change to the Radio Regulations; to include text in the minutes of the plenary meeting; and to prepare a WRC Resolution. The Resolution became a working option and was then downgraded to a Recommendation

  4. Agenda item 1.19 SDR CRS Debate continued through to the last week of the conference Finally agreed to the establishment of Recommendation 76 Deployment and use of cognitive radio systems It refers back to Resolution ITU-R-58 Studies on the implementation and use of cognitive radio systems

Agenda item 1.19 SDR CRS Key aspects of Resolution ITU-R 58 resolves 1 to continue studies for the implementation and use of CRS in radiocommunication services; 2 to study operational and technical requirements, characteristics, performance and possible benefits associated with the implementation and use of CRS in relevant radiocommunication services and related frequency bands; 3 to give particular attention to enhancing coexistence and sharing among radiocommunication services; 4 to develop relevant ITU‑R Recommendations and/or Reports based on the aforementioned studies, as appropriate
