India-EU Cooperation Long historical relationship 1994 EU-India cooperation agreement 2000 EU-India Summit- annual 9th Summit, Sep 2009 at Marseilles in France Renewed the EU-India S&T Agreement Broadening the scope of economic, technical and scientific cooperation High Level Joint Commission 10th India - EU was held in New Delhi in Nov 09 to take forward their strategic partnership. India-EU Joint Working Group on Information Society

EU-India S&T Cooperation Some Milestones 2001: Signature of the Science and Technology Cooperation Agreement. 2007: 1st EU - India Ministerial Science Conference in New Delhi. 2007: 4th Joint Steering Committee Meeting drawing the roadmap for a more strengthened and strategic partnership and signature of the renewed Cooperation Agreement. 2007: Launch of the 1st Coordinated Call for Proposals in Computational Materials Science 2008: Launch of 2nd Coordinated Call for Proposals in Food research. 2008: 5th Joint Steering Committee Meeting consolidating the partnership

Scientific context -EU EU aims to be “the most competitive and dynamic knowledge-based economy in the world” by 2010 (European Council, Lisbon 2000) EU spending on research: 2 % of GDP (target 3% by 2010) Business 54 %, state 35 %, others 11 % EC research budget: represents a small fraction of total EU research spending EC FP7 budget: €53.2 B (41 % increase over FP6) EU has around 2000 universities Shortage of scientists

R&D spending: 1 % of GDP (target 2 % by 2011) Central Govt. 62 %, business 25.3 %, State Govts. 8.5 %, Higher education 4.2 % Science budget $ 6 billions/year (Feb 2008) Many fold increase in research budget. Size of R&D infrastructure: 400 national labs & R&D institutes 1300 industrial R&D units 333 universities 20 institutes of national importance including IITs Some more IITs & new Central Univ. to be opened Over 3,00,000 employed in R&D centers. Scientific context – India 2 • Human resources: • About 3 million new graduates/yr in Sc, Eng, IT • 3,50,000 in engineering • 6,50,000 postgraduates • over 6000 Ph.Ds • Constraints: • Only ±25 % of graduates employable in multinational companies. • Shortage of skilled workers in future, NOT the money. • Heavy investment in education & research infrastructure.

National Contact Point (NCP) • BackgroundDepartment of Information Technology, India • NCP for collaborative Euro - India Research • ICT is the 1st programme for which the NCP has been established in India. • INCITE, a European Commission sponsored project • instrumental in establishing the NCP • The NCP functions in a networked way INCITE (Indian Networks Co-operation in Information Society Technology with Europe)

NCP - Objectives Advice the Indian IT CONSTITUENCY Disseminate information about the ICT PROGRAMME Assist PRIVATE and PUBLIC ORGANIZATIONS launch Euro-Indian research projects in the ICT sector Expose the EXCELLENCE OF INDIAN IT RESEARCH to European industry and academia Assist European Consortiums IDENTIFY the RIGHT INDIAN PARTNERS Contribute to the definition of JOINT EU-INDIA IT RESEARCH POLICIES

NCP – Future Activities NCP through its NCP network will continue to remain vigorous and Endorse JOINT RESEARCH between EU and India in various sectors of research under EU’s 7th Framework Programme. CONNECT qualified organizations and their appropriate counterparts in India and Europe. Support Indian organisations, universities, SMEs and large enterprises to avail EU FUNDING under FP7. Expose TECHNOLOGICAL COMPETENCIES of Indian organizations in Europe.
