Background information of TAACC: • Is a legal indigenous NGO registered & incorporated in Uganda with work permit to operate nationally. • It is membership based with 135 members currently (Individuals, NGOs, CBOs & media houses)from Lango Sub Region. • The current direct districts of operation are six (6) (Apac, Kwania, Kole, Oyam Dokolo & Amolatar). • However indirectly TAACC is covering all the districts of Lango Sub Region & Uganda through overlapping interventions. Mission: To mobilize, empower & strengthen capacity of citizens to engage & demand for effective & sustainable service delivery from duty bearers / service providers.   4. This Project & the Funding: The project is called; ”Strengthening Citizens’ Participation in Local Governance”. It isrunning for three years (2019-2021) & the donor is Democratic Governance Facility (DFG). Designed to cover the 6 districts (Oyam, Kole, Apac, Kwania, Dokolo & Amolatar) & is being implemented in all the 55 Sub Counties & Town Councils. Aims at strengthening accountability mechanisms by supporting local governance institutions to ensure effective & efficient public service delivery. It has components of empowering citizens to proactively monitor, document, report & engage service providers / leaders to contribute to reduction of misuse of entrusted powers & public resources. The Community Score Card (CSC) approach: • Is a tested & an efficient social accountability tool used by development practitioners to cause positive changes in service delivery. • CSC is non confrontational & gets views from all the key stakeholders from a service delivery point (health, education etc.) • Issues are got from the service users, service providers & local leaders under the facilitation of a development actor, • The stakeholders come up with an agreeable action plan stating (what to be done, who to do it & when) it should be done to get the desired change right at the service delivery point. • The CSC administrators keep on monitoring & reminding the stakeholders in order to ensure that the issues are accomplished & service delivery is improved. • The Issues that need the attention of higher authorities are documented & presented to the leaders with the aim of finding solutions to improve service delivery (as it is being done in this forum). • TAACC expects that all stakeholders want to see positive improvement in the way service is delivered & will therefore commit to see improvement in service delivery. The CSC is like an “action research”& behaves like a “mirror” hence does not lie !Issues are generated from the service providers, service seekers & the local leaders based on what they “see & know” that is affecting service delivery from a service point.The CSC helps stakeholders to see & hear what “they are not able to see & hear ordinarily” during normal monitoring by many stakeholders. The service point that the CSC tool is administered at are identified by TAACC IBMs & normally verify by the respective field staff from TAACC. TAACC conducted CSC interventions at three education service points in Dokolo district & three health service delivery points of Apac district.The Schools that TAACC facilitated the CSC at in Dokolo district are: Igar P.7, Adwala Central P.7 & Acoto P.7. The service delivery points were perceived to be having challenges that need some help if service delivery is to improve as required. The CSC report of Igar P.7 School in Dokolo Sub County • Held on Thursday 9th & Friday 10th May 2019 with 200 people (110 male & 90 female) inattendance. • The issues were raised by the direct beneficiaries, local leaders & service providers in a participatory way (some of them have been invited in this district level dialogue). • Below are the issues generated that need action from the district stakeholders documented by TAACC: The Apac Anticorruption Coalition - TAACC

Management of the school finances at Igar P,7 School: • The CSC participants decried lack of accountability of the revenue got by the School leaders (right from PTA collections, UPE, development fund etc.) • They gave examples from 2017 to date which is affecting education service delivery at the School. Resolutions reached over lack of accountability at Igar P.7: • That authorities to ensure a clear PTA work plan for the School to avoid mismanagements. • That the PTA to call a meeting & account to the parents all the funds collected with clear evidences of expenditures. More resolutions reached by the CSC over the issue: • That the Head teacher to ensure that correct technical advice is given to the PTA leaders as laid down in the guidelines, • That the PTA fund collected be banked in an account to be opened in the 2nd term of 2019 & not used at source as it is currently. • That authorities to make the Sub Accountant help & audit the books of accounts of the School to restore confidence of the parents, The Apac Anticorruption Coalition - TAACC

The number of teachers at Igar P.7 School: • The CSC found 12 teachers out of the ceiling of 19 at the School & there are 839 pupils. • Parents complained that the teachers are transferred & not replaced. • Some teachers were reported to be overdrinking which affects their teaching (Ongwala Lameck, Opio Fred(Dyang Cal) & Apedudu Jane) were reported to be leading in drinking. • Such teachers don’t complete the syllabus & were said not to be committed to teaching which affect studies & performance, • Some teachers are shabby and others dress indecently e.g. Mr. Ongwala Lamek & M/s, Apedudu Jane The Apac Anticorruption Coalition - TAACC

Ethical issues discovered by the CSC at Igar P,7 School: • That some teachers are taken up in what the parents called “Puru akiba” that undermines their performance & profession. • That the head teacher is very rare at School & says that he is always at the district which make supervision of the teachers inadequate & affects performance in the School. Resolutions that the participants reached that they need to be supported on by leaders on the issue: • That authorities help them to bring the teachers who over drink even during working hours to order & help the SMC supervise the head teacher. • That the head teacher to be made to control the practice of ’puru akiba’ that is affecting the performance of the teachers of Igar P.7 School. Resolutions reached by the CSC cont’d… • More new teachers to be posted to bridge the gap of understaffing by the District, • The DEO shall assess teachers who are drunkards e.g Mr. Ogwala Lamek, Mrs. Apedudu Jane and come up with the finding whether the duo are still fit and competent to teach by the effect of second term 2019 • Mr. Ongwala Lamek and Apedudu Jane to face the rewards and sanctions committee and if need be shall be retired on public interest, The Apac Anticorruption Coalition - TAACC

The negative behaviors of the parents of Igar P.7 School: • The CSC intervention discovered that some parents allow their daughters to get married early leaving studies (In 2018 a P.4 pupil was married), • Parents of Igar P.7 School destroy the school properties like desks & steal crops from the teachers garden too which make life difficult for the teachers, • Parents don’t make contribution to ensure that the children eat something during lunch time which affect studies, • Well off parents have lost trust in the School & they have transferred their children that the teachers said they had prepared to pass exams to private schools, The Apac Anticorruption Coalition - TAACC

Suggestions that the CSC participants made to address the problems: • Authorities to help & pass ordinance to stop the negative attitudes & support its enforcement if education is to improve at the School. • That the parents pay 10,500/= as development fund at the beginning of every term in 2 installments as contribution to improve education at the School, • Parents to consider contributing something in terms of packed meals to enable the children eat something at School & pay exams fee, development fund in time & leaders to support its enforcement, • Regular meetings be organized to enable the parents discuss issues to improve education at the School. The issue of land, security & safety of school properties: • The CSC was told that land issue is affecting the School negatively (The school has a court case over land in Gulu) • Cases of animals for the parents straying & destroying the teachers’ & school properties were said to be common that affect the smooth running of the School. • The Askari that should ensure order at the school was said to be always absent, • The factors above have affected the smooth running of Igar P,7 as should have been with negative effects on education at the School. Suggested solutions to the issues found to improve learning at the School through the CSC intervention: • The authorities of Igar P.7 to ensure that the person employed to keep the security of the school be made to work as expected by the leaders, • The security person to check the reported stray animals and or arrest them & even fine the owners to stop the complain & ensure that the school is safe & conducive for learning. • The Sub County / district authorities to consider intervening to help in resolving the reported land dispute that is said to have wasted a lot of the School funds. Resolutions reached to address the issue by the CSC tool: • Authorities to consider constructing kitchens for the Teachers in the 2nd term of 2019 & better accommodation to improve on the life of the teachers. • The head teacher to list the key priorities of critical facilities at the school & forward to the Office of the Chairperson LC.V who was present at the engagement. • Drainable pit latrine be considered for the School to improve sanitation that is reported to be so bad during the CSC intervention. The CSC findings on Adwala Central P.7 School during the quarter: • The exercise was done on Thursday 9th & 10th May 2019 by TAACC. • 165 participants (94 males & 71 females)attended & they include (Parents, Teachers, Sub-county leaders, & some district leaders), • The participants heard the issues said to be affecting education service delivery at the School facilitated by TAACC staffs that need attention of leaders as below: The Apac Anticorruption Coalition - TAACC

The challenges in the financial management at Adwala Central P.7 School: • Lack of proper accountability had made the parents reluctant to pay any fund to run the school (PTA, exams fees etc.) which TAACC found to be affecting education of the pupils negatively at the School. • The head teacher had used up to Ugx. 1,104,000/= from the parents contribution for personal issues & failed to pay back despite several promises made by him in writing before the SMC & School authorities, • The former PTA Chairperson one Oming Alfred was also said to have used Ugx. 2.5m from the PTA contributions & not paid / accounted for, • The current PTA Chairperson was found to have also used Ugx. 204,100/= from the PTA collection & not paid, all leading to the parents resistance to pay more funds to run the school affairs. More on the issue of finances at Adwala Central P.7 School: • A teacher called Ogwang Joel also had Ugx 41,000/= from the School development contribution, • A teacher Ojok Moses had also Ugx. 20,000/= from the School development contribution that he had failed to account for / refund, • Even the pupils who have paid for the mid term exams were not given exams because of financial mismanagement. • The lack of accountability that is unaddressed had affected education service delivery at the School grossly. Recommendations reached that the leaders should help the parents of Adwala Central P.7 School on: • The current head teacher who made commitment to pay (in two installments the sum of Ugx 552,000 each on 7th June & 5th July 2019) be made to pay by his supervisors to restore the confidence of the parents, • The supervisors of former head teacher Alfred Oming to help the committee that the parents had set to follow him over the School fund with him unpaid, • The Sub County Chief to use his powers & sermon the former head teacher Oming / link with Dokolo district leaders so that the School money is recovered from him, • The Sub County to ensure that the books of accounts of Adwala Central Primary School is audited as there seems to be too much abuse of the School funds by 21st May 2019, • H/M Oming Alfred be made to refund the Ugx 1,250,000/= in two installments (7th June & 5th July 2019), The Apac Anticorruption Coalition - TAACC

More recommendations on the finances of Adwala… • The current PTA Chairperson to refund the money with him by 7th July 2019 (He acknowledged that he had used the money). • Teacher Ogwang Joel too should refund the Ugx. 41,000/= by 7thJune 2019 & teacher Ojok Moses to refund Ugx. 20,000/= by 7thJune 2019. • SMC & PTA to ensure that all payments made by the parents be receipted accordingly, • The Sub County to send the Sub Accountant to guide the PTA on proper record & book keeping to safeguard the parents contributions. The problems & its effects on academic performance at Adwala Central P.7 School: • The School has not got a pupil passing in 1st division in PLE from 2011, • Teachers don’t prepare adequately for teaching (planning lessons, scheming & adhering to the time table), • The syllabuses not completed as expected & there is rampant late reporting by both teachers & pupils, • The parents don’t provide the required scholastic materials for the children while other retain them at home, • There is widespread transfer of the pupils by the parents because they seem to have lost hope in the School systems, The Apac Anticorruption Coalition - TAACC

Issues of concern discovered that leaders need to take interest in if education service delivery is to improve at Adwala Central P.7 School: • There is evidence of lack of commitment by most teachers to teach as expected, • There is concern that the teachers are few teachers. • Some teachers were reported to be involved in love affairs with the pupils (one Okumu Emmanuel Moses was mentioned), • Adwala Central P.7 School does not even have a bell by the time that TAACC intervened with the CSC social accountability tool at the School! Corrective suggestions to improve education at the School: • Need to take immediate action by the Sub County / Dokolo district authorities to restore hope in the School & address the issues of lazy teachers, • Investigate further the report got that teacher Obua Toby resides all the way in Lira & also works with a local FM radio station that takes most of his time, • Ensures effective preparations of the teachers (scheming, planning etc.) as expected at the School. • Investigate further the reported issue of the teachers having relationship with pupils as this is very unethical of a teacher,

The CSC report on Acoto P.7 School in Agwata Sub-County: • Done on 30th & 31st May. 2019 with 139 participants(76 males & 63 females)in attendance (Parents, teachers & Sub-County leaders of Agwata). • The issues below were generated & documented by TAACC for the attention of the district stakeholders of Dokolo district. Negative attitudes of parents to education at Acoto P.7 School: • Many parents keep their children at home when the term is beginning (on the day TAACC administered the CSC, there were only 12 pupils out over 800 pupils in the School) • Many parents prefer to transfer their children to other Schools leaving Acoto that is nearby (e.g to Kachung, Agwata & Obwola), • Majority of the parents do not want to pay the fund needed by the School to run the school as expected. • Many parents do not attend meetings to address the issues affecting education at the School with some wanting to eat meat during school meetings. Corrective suggestions to improve education at the School: • The Sub county task force be effected as agreed during the CSC by 3rd June 2019 to enforce School attendance by pupils, • The road to access the School as agree be opened by November 2019 to connect pupils & ease movements to School. • Management to be supported in the enforcement to ensure that the parents pay the funds needed to run the School, The Apac Anticorruption Coalition - TAACC

Vital resolutions reached on the school items found missing / nor right that the leaders should follow up: • The school management to repair the bore hole that they committed to repair to ensure safe drinking water for the pupils at the School • Okwir Anthony to return the missing 10 pipes that he was said to be responsible for, • The Sub County to consider constructing the 3 stances of pit latrine at Acoto P.7 School, • Hand washing facilities be provided for both the teachers and the pupils & the school to consider recruiting an asikari, The Apac Anticorruption Coalition - TAACC

  36. Issues of professional conduct by the teachers: • The CSC discovered that most teachers don’t complete the syllabus as expected & others don’t adhere to the time table as well as prepare well for lessons, • Cases of late reporting by the teachers were also discovered as well as absenteeism from teaching, • Some teachers were mentioned to over drink that affect their performance (one Abule Augustine) was cited, • Unethical conducts like wooing school girls were also reported (Okwel Vincent & Okello Emmanuel) were cited, • The CSC intervention heard that some teachers enter where girls sleep without respecting the privacy of the girls (Ebule Dickens, Apule Augustine)were cited, • Cases of the teachers teaching only when the head teacher is at the school were mention during the intervention that participants said affect learning at the School. Resolutions reached by the CSC on the issues: • The SMC to take up the matter & follow the reported cases with all the seriousness as this are unacceptable behaviors, • The Chairman LC 111 directed that such cases be reported to his office for handling, • The head teacher to be in charge & ensure effective supervision of the teachers of Acoto P.7 School if learning is to improve. • The school rules & regulations be in place to guide & streamline both the teachers & pupils behaviors for effective learning, • Teachers to ensure that they are exemplary & stick to professional code of conduct & Agwata Sub County leaders to hold meeting & give advice to the teachers, The Apac Anticorruption Coalition - TAACC

School finances • Lack of accountability of the got by the school leaders (right from PTA collections, UPE, development fund etc.) • The former head teacher, Mr. Acila George was also gone with the school fund worth Ugx. 1,000,000= • The parents of Acoto are collecting fund for two schools (Acoto & Obwola) through the order of the parish chief. Recommendations: • The Sub County shall send the sub Accountant to audit the books of Account. • General meeting shall be held to give the findings of the audit of the books of accounts.
