Vision: Moving Forward w/ Initiatives • The DON is establishing XML based protocols as enterprise-wide standards • Identify, adopt, & use a single set enterprise-wide • Enhanced interoperability • Established DON XML registry • Initial DON XML policy signed Sept 2001 • Formal DON policy issued Dec 2002 • 1st comprehensive formal XML policy issued in DoD • Significantly more detailed direction • Establishes DON CIO as the governance structure page 3

DON XML Policy Establishes • Active involvement in Voluntary Consensus Standards (VCS) bodies • Key to achieving interoperability • W3C, OASIS, ISO, IETF, other • DON XML Working Group • Define governance, policy, and guidance structure • Establish governance councils • Issue policy and guidance documents • DON XML Developer’s Guide • Use of XML specifications, component selection/creation, schema design, and naming conventions page 5

Governance Structure Purpose • Enables proper implementation of policy • Ensures maximum interoperability • Supports user needs while maintaining necessary elements of coordination and control • Fosters coordination and cooperation between all DON players involved in XML • Encourages the use of XML in joint applications page 11

Governance Structure Functions • Communication and resolution of XML issues within DON • Coordinate incorporation of DON XML implementation into DON requirements, budgeting and acquisition processes • Oversight of DON XML implementation (enforcement) • Interface with external organizations/activities on XML strategy • Carry out or delegate other duties as required to achieve vision and implement policy page 13

Established Councils • Business Standards Council (BSC) • Chartered by DON CIO Apr 21, 2003 • Functional Namespace Coordinators (FNC) are primary membership • Responsible for: • Coordinating and harmonizing XML components across 23 functional areas • Coordinate involvement in business standards VCSs • Providing business standards guidance to FAMs • Technical Standards Council (TSC) • Under development (planned for Oct 2003) • Responsible for: • Maintain list of DON approved XML technical specifications • Provide technical guidance to FAMs and DON XML developers • Coordinate involvement in technical standards VCSs page 15

DON XML Developer’s Guide • Version 1.1: Published May 2002 • Establishes policy for developers of DON XML initiatives on: • Precedence order (VCSs, Federal, DOD, DON) • Adherence to DOD registration policy • Existing XML component reuse • The roles of DON XML leaders • Provides development guidance on: • Use of XML specifications • XML Schema design • XML component selection or creation and naming conventions • Version 2.0 under development page 19
