New Standard and Purpose for Personnel Evaluations The Student Success Act and Race to the Top set forth the following about personnel evaluation systems: • Designed to increase student learning growth by improving instructional practice and school leadership • Results used when developing district and school level improvement plans • Results used to identify professional development and other human capital decisions for instructional personnel and school administrators

New Standard and Purpose for Personnel Evaluations • Evaluations must differentiate among 4 levels of performance: • Highly effective • Effective • Needs improvement, or for instructional personnel in first 3 years of employment, Developing • Unsatisfactory • State Board of Education must establish student growth standards for each performance level • Commissioner must consult with experts, instructional personnel, school administrators and education stakeholders in developing the criteria for the performance levels.

  4. Performance of Students Performance of Students. At least 50% of a performance evaluation must be based upon data and indicators of student learning growth assessed annually and measured by statewide assessments or, for subjects and grade levels not measured by statewide assessments, by district assessments as provided in s. 1008.22(8), F.S. • Section 1012.34(3)(a)1., Florida Statutes SB 736, The Student Success Act (2010)

Performance of Students Growth Formulas for Statewide Assessments • Commissioner must approve growth formula by June 1, 2011, to measure individual student learning growth on FCAT • Formula must take into account each student’s prior performance • Expectations for student learning growth cannot be different based on student’s gender, race, ethnicity, or socioeconomic status • Specifies other factors that must be considered in development of formula, such as attendance, disability, or ELL status • Additional growth formulas for other statewide assessments will be developed, adopted and implemented statewide Growth Formulas for Local Assessments • Districts must adopt equally appropriate learning growth formulas for local student assessments • Example growth formulas for other standardized assessments and local assessments will be provided by DOE that districts may choose to adopt to meet the requirement

Next Steps in State Support for Personnel Evaluations Communication materials, including print and digital for the Florida VAM Web interfaces for district reporting, individual teacher/administrator and the public on Florida VAM Technical assistance on learning “targets” and learning “goals” Community of Practice in March Roster verification tool Development of rules associated with the Student Success Act (SB 736)

  7. Rules Pertaining to Implementation of Section 1012.34, F.S. Uniform procedures for submission, review, and approval of district performance evaluation systems; reporting requirements; and monitoring district implementation of evaluation systems. • Reporting requirements - Rule 6A-1.0014, F.A.C., exists. • District database manual updates made in June 2011; revised rule scheduled for SBOE adoption November 2011 • Submission/review/approval - Rule 6A-5.030, F.A.C., exists. • Rule development to update current procedures and add monitoring process will be noticed September 28, 2011 • Workshops will be held in person and via conference call in December • Draft text posted by end of November (old rule # 6B-4.010) • Planned to go before SBOE February 2012

  8. Rules Pertaining to Implementation of Section 1012.34, F.S. A process to permit instructional personnel to review the class roster for accuracy and to correct any mistakes relating to the identity of students for whom the individual is responsible • Florida is one of five states participating in a Bill and Melinda Gates Foundation grant to develop a tool for roster verification (“Teacher-Student Data Link” Project) • Florida is working with a small group of districts (Hillsborough, Escambia, and NEFEC) to pilot this process with the Fall data collection (Survey 2) • Developing a web-based process whereby schools and teachers will have access to view rosters, based on data collected from school districts, and verify their accuracy • The process will be open to all districts with the Spring data collection (Survey 3) • Districts also submitting daily attendance during Survey 3 • New data collection component will be added to Rule 6A-1.0014

  9. Rules Pertaining to Implementation of Section 1012.34, F.S. Calculations of Student Learning Growth Using Statewide Assessment Data for Use in School Personnel Evaluations • New Rule 6A-5.0411 • The growth formulas selected by the Commissioner • “Specific, discrete” student learning growth standards for each performance level: • Highly effective and Effective – a standard that must be met in order for an employee to receive each rating, respectively • Unsatisfactory – a standard that if not met will result in the employee receiving an unsatisfactory performance evaluation rating • Commissioner must consult with experts, instructional personnel, school administrators and education stakeholders in developing the criteria for the performance levels • Uniform procedures for measurement of student learning growth and associated implementation procedures

Rules Pertaining to Implementation of Section 1012.34, F.S. • Status of new Rule 6A-5.0411, F.A.C. - • Rule development noticed September 16, 2011 • Rule workshops and data simulations to establish best practices, processes and standard-setting methods January 2011-April 2012 • Final determination of actual standards completed and rule adopted by SBOE August 2012 prior to school starting

Status of District Evaluation Plans and Next Steps • 64 of 65 Race to the Top Participating LEAs submitted evaluation plans; 30 are fully approved • Non-participating RTTT plans are due December 1 • Next technical assistance is on Learning Targets as a measure of Performance of Students: webinar in December; Community of Practice in March • Rule workshops for Revisions to Rule 6A-5.030 to be held in Dec. 12th at Hillsborough Community College 4-6 PM, Dec. 13th at FL State College at Jacksonville 4-6 PM; Dec. 14th via conference call 10-11 AM • Save the date: January 30-31 - Statewide meeting for new Principal Leadership Standards and Evaluation System Redesign Academy
