General • The history of CCAR 25 • Originally issued on December 31, 1985, which is equivalent to FAR part 25 through amdt. 25-57 • Revision 1 was issued on July 18, 1990, which is equivalent to FAR part 25 through amdt. 25-66 • Revision 2 was issued on December 18, 1995, which is equivalent to FAR part 25 through amdt. 25-82 • Revision 3 was issued on May 14, 2001, which is equivalent to FAR part 25 through amdt. 25-100 • Right now the fourth revision is ongoing, which would be equivalent to FAR part 25 through amdt. 25-125

The Practice • Types certified • Y8F series airplanes • Manufacturer: Shaanxi Aircraft Industrial (Group) Cooperation Ltd • Original issue date: December 25, 1993 • Original certification basis: CCAR 25 • Including Y8F, Y8F-100, Y8F-200, Y8F-400 • One aircraft is operated in Zhongfei General Aviation Company. Three used to be operated by China Post Airlines

The Practice • Types certified • Y7 series airplanes • Manufacturer: Xi’an Aircraft Industrial Company • Original issue date: May 23, 1988 • Original certification basis: CCAR 25 • Including Y7-100, Y7H-500, Y7-200A, MA60, MA600 • Y7 series airplanes were used by several domestic airlines. Currently MA60 is operated by Joyair, OKair, and Ying’an airlines. • 20 MA 60 airplanes has been exported to 7 countries

The Practice • Type validated • Since the issuance of Validated Type Certificate (VTC) to Boeing 767-200 on September 7, 1985, CAAC had issued 52 VTCs to transport category airplanes manufactured by foreign manufacturers by the end of March 2010 • VTCs issued recently include A380 airplane, Cessna 680 airplane, etc

The Practice • Types being and to be certified • ARJ 21-700 airplane • Applicant: AVIC Commercial Aircraft Company (ACAC) • Turbo fan powered twin engine regional jet • The application made to CAAC on Jan 20, 2003 • Certification basis is CCAR 25 R3 plus some special conditions • The project is at the phase of development flight test • Static strength test airplane, fatigue test airplane and 4 prototypes for flight test have been produced • ACAC applied for FAA Type certificate through CAAC-AAD on April 28, 2008, and FAA accepted the application on May 28, 2008. Right now the “shadow certification” is ongoing.

The Practice • Types being and to be certified • C919 airplane • Turbo fan powered twin engine airplane with 150 seats • Planning to make TC application this year • “Jiaolong 600” airplane • Turbo propeller powered four engine seaplane, with a MTOW of 53 tons • Planning to make TC application in February 2011

The Practice • Bilateral airworthiness relationship • With USA • A limited Bilateral Airworthiness Agreement has been signed • Right now, ARJ21-700 airplane is used as a “shadow certification” project to expand the BAA to Part 25 aircraft • With EU • EU has expressed the willingness to initiate the negotiation of bilateral airworthiness agreement with CAAC. CAAC has discussed this issue with EASA and send a formal letter to EU through EASA proposing to start the negotiation • CAAC has cooperation with other countries such as Russia, Brazil, Canada, and is willing to initiate the bilateral airworthiness agreements negotiation when appropriate

Future Prospects • Rulemaking • Achieve an international level • The fourth revision of CCAR 25 is ongoing, which is equivalent to FAR part 25 through amdt. 25-125 • Establish an integrated Advisory Circular (AC) system • Certification resources • Establish a team of expertise • During the 12th 5 year planning, the certification team will have 800 staff members, including 200 in Shanghai Certification Center • Research the compliance technology • Establish the Xi’an airworthiness verification technology research center • The industry pays much attention to airworthiness activities • Promote the position of the airworthiness department in their company • Invested more resource on this aspect

Future Prospects • International cooperation of the industry becomes closer and closer • The mode of main manufacturer plus suppliers has been widely adopted • From simple part manufacturing to product joint definition • From supplier to partner • Require closer cooperation between authorities to realize the expansion of bilateral airworthiness relationship • With FAA: Shadow certification is ongoing • With EASA: expecting to start bilateral negotiation • Willing to establish bilateral airworthiness relationship with other authorities
