Confucius Institute • Established in 2007 • The Confucius Institute is a cooperative project between North Carolina State University, the Office of Chinese Language Council International (Han Ban) and Nanjing Normal University in China. • CI Mission: To enhance intercultural understanding in NC by sponsoring programs in Chinese language and culture. We promote this mission through a range of educational and outreach activities specially focusing on Chinese Language and Culture Courses, Chinese Teacher Training and the spread of Confucius Classrooms.

Chinese Language & Culture Activities • CI Opened in 2007, since then over 100 cultural events influencing over 100,000 people. • In 2011- offered 29 Chinese language classes with a annual growth of 33% in registered students. • Partner with NC State Foreign Language Department to offer Chinese lab, taught 180 students in 2011. • CI has taken over 70 university students and 70 high schools students to China to study Chinese in the summer.

  6. Teacher Training • Local Teacher Training Programs • Chinese Licensure Program through NC State College of Education, NC Teach • NC Chinese Language Teacher Association Celebration. • Southeast Chinese Language Association

  7. Confucius Classrooms • NC State’s CI is engaged throughout NC, spreading our reach much further than just Raleigh • Central Carolina Community College (Sept. 2009) • Saint Augustine’s College (Aug. 2011) • Enloe High School (Sep. 2011)

Barriers to growth of Chinese language • Length of time to build a Chinese program • Lack of awareness and emphasis on importance • Lack of funds to support Chinese programs • Lack of support from higher administration on importance of Chinese language • Articulation of Chinese programs from grade levels to post-secondary education • Consistent opportunities for students to study Chinese through grade levels (cluster programs) • Universities need to update Chinese language programs to support undergraduates that come to college with higher levels of Chinese language

Policy Recommendations • Short-term • Increase awareness of importance and opportunities to learn Chinese • Cohesive unity among NC Chinese educational and cultural organizations • Spread of Chinese language competition • Encourage new learners • Sustainable Programs to promote Chinese teachers • Chinese Licensure Program at NC State • Network and support for Chinese language teachers • FLANC, CLTA-NC • Chinese Language Tour across NC • Delegation visits to China to see value • Administrators to China • Board of Governors to China

Policy Recommendations • Long-term • Consistent opportunities for students to learn Chinese • From K-12 to college (cluster programs) • Promotion of more on-line programs • Creation of new Chinese language programs in schools with demand • Emphasis on Chinese language testing • Promotion of HSK (Official test recognized in China) • Higher levels of education to emphasize Chinese language programs
