  3. EAPN Evaluation Framework • Prepare a good base for the development of next period’s strategic plan 2011 – 2015 • Strengthen the culture of evaluation in EAPN and emphasize learning • Answer European Commission’s demands for performance management

  4. Objectives (1) • Prepare a base for the development of the next period strategic plan 2011 – 2015 Conduct internal and external evaluation of EAPN focusing on • 1: Engagement of members • 2: Impact of the work – affecting policy and raising the debate. • These will be looked at through EAPN’s policy, lobby, communication and participation work.

Objectives (2) • Strengthen the culture of evaluation in EAPN and emphasize learning • Improve evaluation forms for seminars and large meetings • Conduct evaluation in all the EAPN meetings (working groups, seminars, Exco meetings, planning group meetings) • Analyze and disseminate the key learning points in the whole organization • Gather and publish achievements/impact of EAPN • Coordinate better the work on policy with network development and communication

Objectives (3) • Answer European Commission’s demands for performance management • develop tools to gather indicators for performance management • Submit yearly reports on the results to the European Commission • Integrate Commission’s requirements with EAPN’s evaluation framework • Use the information gathered to complete the EAPN Evaluation.

  7. Timeline • January 2009 contracted external evaluator and developed evaluation framework; attended European Commission meeting on performance management reporting • 2009 Internal Evaluation • April 2009 held a session with the Secretariat • May 2009 had discussion with the Bureau on the framework • September 2009 informing the EXCO • October-November 2009 evaluation discussions in all the three working groups • November-December 2009 – External evaluator produces analytical report • December 2009 – discussion in the EXCO. • 2010 External evaluation.

  8. Role of the groups • All the groups active in EAPN will look at the two main objectives (engagement of members and impact on policy work) during 2009 • - The EXCO will reflect on the results for 2009 at the December meeting. • National Networks will make their input in the first half of 2010 • External stakeholder will be engaged in the process (including institutional and NGO partners) during 2010 by the external evaluator • The results will form the basis for the next strategic plan

  9. Role of the Executive Committee The Executive Committee oversees the internal and external evaluation of EAPN and makes recommendations for the future development of the organization based on the evaluation results.
