Coastal Protection and Restoration Authority Post Katrina History After Katrina the Interagency Performance Evaluation Taskforce (IPET) concluded and recommended that there was a need to change how levees are designed built and maintained. The USACE developed new design guidelines and the Hurricane Storm Damage Risk Reduction System (HSDRRS) was created.

Coastal Protection and Restoration Authority Where we are today We believe that higher standards for earthen levees that protect large metropolitan areas with very little detention capacity is warranted. The cost to build earthen levees to the HSDRRS standards are cost prohibitive in rural areas. Earthen levees designed and built with pre-Katrina design parameters can work and did not fail during the 2011 Mississippi high water event under a constant load that lasted over a month.

Coastal Protection and Restoration Authority Moving Forward The CPRA has set up a committee made up CPRA engineers, consultants and levee district personnel to develop design standards suitable for coastal levee districts. The design standards would present general, logical steps based on successful past projects that can be followed in levee design and can be used as a base for developing more specific procedures for any particular project. The design standards will allow coastal levee districts and flood protection entities to build levees in a more cost effective manner.

Coastal Protection and Restoration Authority Levee Standards Highlights Keep the factor of safety for stability at 1.3, this will minimize the levee template and reduces the amount of real estate required and also minimize impact to wetlands. Use adjacent borrow sources instead of trucking material to reduce cost. Take advantage of interior storage basins to detain water during overtopping events. Allow semi-compacted material in stability berms. Use 3’’ borings vs. 5’’ for geotechnical requirements. Employ geosynthetics. Employ vegetation to provide resiliency.

  6. Coastal Protection and Restoration Authority Implementation As levees are built in phases, public has to be made aware of the level of protection available and the risk involved. Evacuation plans have to part of risk reduction. Would like the USACE to join the state in accepting these standards for levees in rural coastal areas.
