  1. Report to CCIUCN on 76th Meeting of IUCN Council May 2011 George Greene Regional Councillor, North America and Caribbean

Effectiveness of Council • Strong participation, focus on key decisions; “most productive and satisfactory meeting, a reflection of the successful structuring of the agenda of both Council meetings and pre meetings”. • Director General’s performance –strong qualities and performance recognized by all Council members • Next Council meeting in Delhi, India in November

  3. Policy Council is preparing policy resolutions to the Congress on priority themes or “gaps” in IUCN Policy: • Strategic Plan for Biodiversity • Aichi Targets • Nagoya Protocol • GMOs • Biodiversity offsets • Climate Change • Disaster Risk Reductions • Food Security • Energy • Green Economy • Environmental Decision-making.

  4. Current Programme • Parks Canada and US Parks Service thanked by DG for senior secondments; IUCN Protected Areas budget increased; IUCN matching secondments with new positions • Initiatives • Plan for engagement with CBD post Nagoya • IUCN work on Indigenous Peoples • survey on IUCN Members working on indigenous peoples’ issues • expanding IUCN membership of indigenous peoples’ organizations • CEESP and Secretariat guidance and support • IUCN role in CITES – Is IUCN’s remit limited solely to the delivery of credible scientific, technical information, data, or is it also able to make formal recommendations based on sound science; • Successful engagement with UN Forum on Forests • Strategy for Mainstreaming Gender 2012 Congress • Council Task Force on Rio + 20 preparations • Private sector engagement + agreement with Shell • World Parks Congress 2014 • World Species Congress 2015

Draft 2013-16 Programme – For Consultation: What’snew? 1 2 New core area to take into account rights, governance and equity A strong contribution to the CBD Strategic Plan Valuing and conserving biodiversity Sharing nature’s benefitsfairly and equitably Core Nature-based solutions to climate change Managing ecosystems for improved food security Greening the economy Thematic 3 4 5 Improved focus on livelihoods work Work on sustainable energy will be across several thematic areas

Constituency and Membership • 3 new national committees - Republic of Congo; Thailand; Dominican Republic • Operational Guide for National Committees • Proposals to revise statutes to improve membership criteria for admission: • Redefine the Affiliate Member Category C to allow new types of organizations that share and support IUCN’s objectives and have a track record in conservation • Applicant’s objectives to include one of conservation, equitable and ecological use of nature resource, influence and assisting societies - Instead of conservation as central purpose

  7. Finance and Fundraising • 2010 year end - deficit of CHF 2.4 million due to exchange rate losses; covered by strong reserves • 2011 forecast - up to 2 million in framework agreements at risk : • Canada, France, Spain • New 3-year agreement with Abu Dhabi CHF 1 million • Council supporting actions taken by DG to balance the 2011 budget • A more fundamental review of IUCN business/finance model to be undertaken

Governance • Council proposals on governance improvements and statutes revisions prepared for Member consultation: • Future governance of IUCN How to ensure that IUCN’s governance structure enables all parts of IUCN - Members, National and Regional Committees, the Commissions and the Secretariat - to contribute to and have the influence needed to achieve the mission and goals of the Union? • The ‘One Programme’ Charter- Working Together to Maximize Programme Results • Guidance on nominations to Council – avoid conflicts of interest, increase transparency and good behaviour • Local and regional government authorities as members – 3 options: 1) include as ‘LRGA members’ of Category A (States and government agencies) sharing one of 3 or 4 votes 2)New affiliate category of member with extended rights 3) ICLEI or other org. as IUCN interface with LRGAs -

Improving + Reforming the Motions Process • Improvements: • More Member briefings on how to exercise their rights • An electronic tool for Member motions • Members contribute to the Draft IUCN Programme 2013-2016 during the Regional Conservation Forums • Promote regional Programmes for Members’ proposals for local/regional actions • Proposed Reform: • Increase the representativeness and legitimacy of Congress resolutions by introducing a quorum requirement that a minimum number of Members must be present in the room in order to take valid decisions

Jeju Congress Preparations • Members’ Assembly sessions to be integrated with Congress Forum • Invitation open to propose Forum events • Elections officer – Michael Bothe + Nominations Committee of Council members • Nominations deadline for President, Treasurer, Commission Chairs and Regional Councillors January 16, 2012. • Council committees to nominate member candidates for Congress Committees – Canadian interest? • DG participation in Canadian Forum Sept 19, 20 + proposed meetings with Ministers
