What is a Neighbourhood Plan? • Localism Act - new rights and powers for communities and individuals to enable them to get more involved in planning for their areas. • Neighbourhood Planning allows us to say where we think new houses, businesses and shops should go – and what they should look like. • The Neighbourhood Plan: • Will be submitted by the Parish Council to South Northants DC • Must pass an Examination stage – An Independent Examiner assesses legal compliance issues • Must be subjected to a Referendum in the Village • Will become a statutory (legal) planning instrument.

Development Pressure • Middleton Cheney is classed as a ‘Sustainable’ Village… • SNC has just agreed a Local Plan under which Middleton Cheney must accept at least 153 new houses ….right now there may be potentially over 224 new houses granted approval in one year • Highlights the importance of the Neighbourhood Plan

  4. Our chance to shape our Future The purpose of Neighbourhood Plans is about building neighbourhoods (and not stopping growth). …..Sensible and appropriate development! The Neighbourhood Plan will provide an opportunity for our community to identify and act upon issues to improve the environment in which we live. So, it is primarily a PLANNING document but ALSO…….

  5. About our Community Neighbourhood Plan should include everything that is relevant to the people who live and work in the community; from employment and playgrounds to the protection of hedgerows and ponds, as well as many social, leisure, environmental, transport and economic issues.

  7. What has happened so far? • Initiated and agreed by The Parish Council • The Middleton Cheney Neighbourhood Plan Group (MCNP) formed, Parish Councillors and Volunteers • £20,000 grant funding - Neighbourhood Plan Front Runners Scheme. • Application to create a Neighbourhood Area.

Major Milestones • September 2011: Neighbourhood Planning Group Established • Roles established for Chairman/Project Co-ordinator • Groups established for: • Housing/Development/Industry/Commerce • Youth/Elderly/Health/Schools • Transport/Roads/Policing/Environment • Leisure/Recreation/Church/Social • November 2011: Application for Front Runner status

Major Milestones • Interim lull due to pre-occupation with immediate Development issues in the Village • March 2012: £20,000 grant funding from CLG • May 2012: Re-established MCNP and appointed new Chairman, Treasurer and Marketing Officer • May/ June 2012: Prepared a formal application to establish a Neighbourhood Area • July 2012: Public Notices on display

Lots of meetings, workshops, and camps! • Meeting with SNC (Andy D’Arcy) in May • MCNP Meetings held fortnightly at present • ‘Getting on Track’ Workshop arranged with CPRE – 6 attended in June • Neighbourhood Camp attended in June • Front Runners forum at SNC attended in June • Neighbourhood Plan Summit attended in July

Engage with the Village • The Neighbourhood Plan must be strongly evidence-based,which means that it must demonstrate that it reflects what people want and that it passes other important tests. • Key stages in the plan are as follows: • Project Development • Surveys & Consultation • Residents • Landowners • Businesses • Other groups • Neighbourhood Plan drafting • More consultation! • Independent Examination • Referendum • Timescale: 18 months to 2 years?
