Introduction • The World economy is increasing dependant on the services offered by Space Systems • It is noteworthy the increasing need - on a global scale – of exchange of all kind of data, at high transmission rates in real time, regardless of our location on Earth • Telecommunications, Navigation and Earth Observation Systems all have an impact on our lives, either in our daily activities or in case of emergency AND have an inherent capability to be integrated IX European Interparliamentary Space Conference, Rome 2007

The Security Dimension of Space Systems • Integrated applications are an added value to the large investments required by TLC,NAV,EO Space Programs. • Based on Global Scale Security problems, Member States of EU have adopted in 2003 the “European Security Defence Policy” WHERE Space Infrastructures is considered a major asset. The National Space Plan • ASI is at the fore-front in the development of innovative space programmes to validate new technologies and new Applications including inter-operarbility and inter-funcionality of systems. • The National Space Plan includes: • Cosmo-Skymed is the first building block toward the realization of the NSP. Moreover it is foreseen a combined use of the Constellation with future EO systems (E.G. SIASGE, Bissat / SABRINA). • ASI is a major stakeholder in the Galileo Program and is considering a wide variety of products and applications. • ASI is planning the TLC Satellite ATHENA-FIDUS (in collaboration with France). • Integrated EO-TLC-NAV Applications and Technologies for Institutional Users (SYNTHESIS Programme) IX European Interparliamentary Space Conference, Rome 2007

COSMO-SkyMed • COSMO-SkyMed is conceived as a Dual-Use End-to- End EO System aimed at providing Data-products and Services for : • Civil Use (Commercial/Scientific/Institutional) • Military Use • Four Identical Satellites X-Band multimode SAR Global Coverage • All-weather, day-night; • High volume of daily images; • High Resolution and High Quality products. Galileo A “Civil European Global Navigation Satellite System” to provide Timing and Positioning services to: Civil Use (Commercial / Institutional) Military Use • Law Enforcement • Emergency • Peace Keeping • Surveillance • Environmental Monitoring • Civil Aviation • Infomobility • Fleet Management • Farming, Fishing Galileo is an intrinsically “Dual System” because of its civil nature IX European Interparliamentary Space Conference, Rome 2007

ATHENA-FIDUS • Athena-Fidus is a high capacity geostationary satellite to provide Communication Public Regulated Services (stemming from security requirements), Interoperable with terrestrial hybrid networks. • Coverage of National French and Italian territories and extra-national “Theatres of Interest”. • Adoption of advanced technology to optimize development and operational costs; IX European Interparliamentary Space Conference, Rome 2007

  9. SYNTHESIS Program(Synergies Generated by the Interoperability of Space Infrastructures for Public Regulated Services) …. When ground infrastructures, in the emergences areas, are damaged or unavailable, space infrastructures may represent the unique alternative to guarantee rescue operations and governmental action continuity….. SYNTHESIS has been conceived in collaboration with the Office of the Galileo Coordinator at the Italian Presidency of Ministry Council SYNTHESIS is a Long-Term program to place side by side Earth Observation, Navigation, and Communication Systems in orderto provide National and European Institutions Public Regulated Services (PRS) to support a rapid response to crises, disasters and  emergencies, with emphasis to critical infrastructures; IX European Interparliamentary Space Conference, Rome 2007

Conclusions • ASI - SYNTHESIS is an innovative Program to provide TLC&NAV&EO Public Regulated Services (stemming from security requirements) to the competent National Public Authorities; • ASI is ready and willing to collaborate with all interested European Partners to favor the natural convergence of Galileo and GMES applications at European level IX European Interparliamentary Space Conference, Rome 2007
