  4. Calls • announced by the Monitoring Committee (MC) • frequency 1-2 times/ year • open for 1-3 months • application package (partly specific for single calls) • supporting elements for project generation and development

  5. Evaluation of project proposals (Proposal = application) • Standardised process • (Only) on basis of information in the application form • Implemented by the Joint Technical Secretariat (JTS) • Base for decisions by the MC • Evaluation consists of • Admissibility check • Quality assessment

Admissibility check Minimum technical requirements checked • paper and electronically version identical • in English, within deadline (1st call: May 30th 2008 16:00h), signed, etc. • at least 3 financially contributing partner from at least 3 countries (2 of EU members) • Eligibility of lead applicant Only projects which pass admissibility check are subject to a further quality evaluation!

  7. Quality Assessment Provide MC members with sufficient information on the quality of the proposal to facilitate their decision making process By JTS carried out according to quality asessment criteria

Quality assessment criteria Most important aspects to prepare the decision making! • Relevance of the proposal • Coherence of the proposal and quality of approach • Durability, transferability and dissemination of the results • Partnership • Management • Budget (all criteria are partly sub-divided in up to 5 aspects) Here it counts! (PM, table 9.3.a.: p. 64-65)

Additional quality features Not obligatory but “big points” • pilot/ demonstration investments of transnational relevance • actively participating partners from RU and BY • financial actors from the private sector • Lead Applicant experienced in EU financed projects • support in particular geographical focus of the programme (East-West divide; North-South disparities) (PM table 9.3.b.: p. 65)

  10. Approval • Monitoring Committee decision (members from all countries, mostly from national sub-committees) • Decisions 1st Call ca. October 23rd/24th 2008 • Basing on quality asessment reports from the quality assessment by the JTS (for later calls also on further aspects) • Three options for decisions on an application • approval • approval with certain requirements/ conditions • rejection

Supporting the approval Approval decision is taken by Monitoring Committee! • members from all countries must be convinced • mostly actors of national sub-committees involved • members of national-subcommittees • highly experienced in assessment of project proposals • shall know involvement of institutions in their country before application • can support development of projects and finding of further partners national contact points • support project generation, preparation, partner finding, etc.

  12. Contracting of projects • Information of the Lead Partner (within two weeks) after MC decision by approval/ rejection letter • if approved: Grand Contract between MA and LP • final commitment of grants and legal finacial implementation framework • basing on a standardised template • Implementation of project (only ERDF and Norwegian funding) may start at own risk before Grand Contract is signed • official implementation phase starts in any case 3 months after MC decision (1st call ca. Jan 23rd 2009) • Lead Partner seminar

Contracting between partners • within 6 months after approval partners shall agree on detailed project-internal management and implementation plan • partnership agreement • to be signed by each partner • basing on partner declaration and project application • specify responsibilities, rights and roles • specify joint procedures • payment procedures • common costs (e.g. coordination, publicity) • etc. final

  14. Getting started Specific tasks until first progress report • conclusion of partnership agreement • drafting of the communication plan (WP 2 will be specified, partly changed after approval!) • targets for output indicators on selected common results • definition of indicators and targets for output indicators on selected priority specific results (and additonal results); programme workshops envisaged • integration of project praparation costs
