Frame conditions Urban issues Public debate Research Projects Projects Cities and their Role for the UN Millennium Development Goals, Development Policy inDialogue with Mayors Berlin, 11th of May 2005 The State Secretary of the German Federal Ministry for Economic Cooperation and Development reconfirmed: Germany continues to support the Cities Alliance through its direct cooperation with its partners in the cities as well as through financial and personal support of the Alliance´s secretariat.

Megacities and their Poor: Crisis or Opportunity? • Poverty is increasingly an urbanphenomenon. • Overcoming urban poverty is key to reaching other global objectives, with emphasis in Peace and Security, and Sustainability. • The urban poor are an asset. They come with problems, but they are also part of the solutions. • Local communities, the cities have impressive success stories to tell. • Local Authorities bring their voice and their needs to the table of the international community. The international community begins to recognise the political relevance of urban issues, transformed from technical issues. Lessons learnt:the case of Mathare Valley slum up grading programme, Kenia Frame conditions Urban issues Public debate Research Projects Prospects • Objective of the project: • improve the living conditions of about 21,000 poor people living in the slum Mathare 4A (Nairobi), to provide them with access to a functioning basic infrastructure and to enable them to live in humane housing for affordable rent

10. 2000: • Functioning administrative structure in the area • around 95% of the rent was paid on time. • The rent revenues covered the expenses for operating and maintenance of the infrastructure. • The construction included space for small shops. Income opportunities arose in the area. • At the start in 1996: • No urban infrastructure • Poor housing conditions • Mainly tenants • High crime rate Frame conditions Urban issues Public debate Research Projects Prospects Project executing agency arch-diocese of Nairobi with rights to the land in form of a 90 years hereditary tenancy Implementing agency: „Amani Housing Trust“ (private law company owned by the arch-diocese)

End of 2000: Violent conflict between former „structure owners“ and the project executing agency 2005: phasing out due to the circumstances Frame conditions Urban issues Public debate Research Projects Prospects The project was interrupted until 2003. 2003: dialogue with the new Kenian government, Mediation, conflict management • New unrests, partly fueled by a member of the Nairobi City Council • (NCC) • Meeting of the Minister of Roads & Public Works with the • respective member of the NCC and representatives of parts • of the target group easing the situation partly; remaining high risks

12. Achieving the intended impacts (during the planning and implementation phases): • joint efforts according to the defined division of responsibilities among the development partners Frame conditions Urban issues Public debate Research Projects Prospects • analysis of the political conditions (national and local government) • analysis of competing interests and distribution of power • Clear definition of competences of the organisational set up • Defining the expected commitment and participation of • the population • commitments of Ministry and City Council to maintain principles • of Good Governance as well as Law and Order
