DED HIV and AIDS response Based on two pillars: Specific HIV/AIDS Projects in low- or high-prevalence countries Mainstreaming HIV/AIDS in high-prevalence countries Goal: Prevention of the spread of HIV/AIDS to the general population Goal: HIV/AIDS is a cross cutting issue in all activities of DED staff and partner organisations.

DED HIV/AIDS Mainstreaming Concept Internal mainstreaming: activities targeting the entire DED staff Implementation of DED workplace policy, November 2006 Ensuring access to HIV/AIDS related information, education, trainings  Ensuring access to HIV/AIDS related services External mainstreaming: activities aimed at the partner organisations and their staff including their families to protect them and to mitigate the socio-economic impact of HIV and AIDS Technical assistance in implementing HIV/AIDS workplace programs Linkages with other existing HIV/AIDS activities within the partner organisation

DED HIV/AIDS Mainstreaming Concept “In all high prevalence countries at least 70% of DED technical advisers should spend 5% of their working time on HIV/AIDS activities.” Activities can range from assessment of “HIV/AIDS profile” of partner organisations up to implementation and follow-up of workplace programs  Requires skills, time and knowledge on the side of the DED technical advisers DED created a new post to support the mainstreaming process: HIV/AIDSmainstreaming adviser

Objectives: HIV/AIDS mainstreaming adviser Motivate and enable DED technical advisers and project partners to implement HIV/AIDS activities: - Implementation of DED HIV/AIDS workplace policy - Provision of information, training and events on HIV/AIDS Technical assistance in HIV/AIDS workplace programs:- Development, formulation and implementation - Monitoring and evaluation - Provision of a resource person pool, information, education materials - Identifying focal persons and brokering of trainings (e.g. AWiSA)- Link partner organisations with potential funding agencies

HIV/AIDS Mainstreaming Adviser Malawi Target interventions in the three focal areas of DED Malawi: Decentralisation Education Health • …through the 5 Zonal Health Offices: • Technical assistance in the implementation of the “National Care of the Carer HIV/AIDS Workplace Policy, MoH, 2005” • …at9 District & 2 City Assemblies, civil society: • Technical assistance in the implementation of the “Conceptual Framework for Mainstreaming HIV/AIDS, NAC, 2006” • Focal persons trained by AWISA in Rumphi and Zomba • …at 5 public & 3 private TTCs: • Technical assistance in the implementation of the “Conceptual Framework for Mainstreaming HIV/AIDS, NAC 2006” • Focal persons trained by AWISA

  9. What has been done so far? Internal mainstreaming- Implementation of DED workplace policy- Implementation of a HIV/AIDS module for in-country preparation of new DED technical advisers - Establishment of a library, resource centre and information board at the DED office - Setting up a resource person pool for internal HIV/AIDS sessions

External Mainstreaming- Project visits- Survey on workplace programs - Development of annual action plans- Distribution of condoms, posters, leaflets, training materials- Setting up a resource person pool - Development of a concept „GTZ- DED HIV/AIDS Joint Approach“- Networking through participation in technical working groups e.g. “HIV/AIDS Development Partner Group” (HADG), “Life Skills”

Decentralisation District Assembly Lilongwe; NICE; Cheetah;  Technical assistance in implementing a workplace program District Assemblies Zomba, Rumphi:  Technical assistance to trained focal persons; monitoring & evaluation Health • Zonal Health Offices central-east and south-west: • Technical assistance in implementing a workplace program • Entry point: zonal health meetings Education • 5 public & 3 private Teacher Training Colleges: • Technical assistance to trained focal persons • Monitoring & evaluation
