The context: Prevention Strategy No Wrong Door 2012 • High number of Looked After Children in York • High number of children subject to a child protection plan. • Opportunity to refocus services on targeted prevention work. (Creation of LAC Support Team as well as Integrated Family Service) • Commitment needs to be from all services to co-ordinate responses to, and intervention with, children, families and adults. • Working together to prevent even 1 child becoming looked after out of area would save a minimum of 175k per year.

Intended aims No Wrong Door 2012 • Good outcomes for children and young people as a result of intensive support. • A reduction in the number of referrals requiring statutory intervention from social care. • Reduction in numbers of children who become looked after. • Reduction in levels of youth crime • Continuing improvements in school attendance figures • Increased capacity at statutory level for those families who need it. • Reductions in re-referral rates to statutory services. • Increased resources to re-invest in prevention.

Integrated Family Service Home-Start AGM • A new service bringing together the skills, experience and expertise of three teams: • Catalyst Family Intervention Project • Parent Support Advisors • Family Support Workers (CSC) • Working with: • Families with complex & multiple needs including • ‘Troubled Families’ • Working with other services using a whole family –approach.

Current set-up Outside Children’s Social Care Catalyst/Troubled Families Workers • Support and intervention with families with multiple and complex needs who meet Catalyst criteria • Support and intervention with families who meet Troubled Families criteria • Support to families with a CP plan as part of Core Group Outside Children’s Social Care Parent Support Advisers • Support and intervention with families with multiple and complex needs identified through attached schools. • Support to families with a CP plan as part of Core Group Within Children’s Social Care Family Support Workers • Supervision and assessment of contact for Looked After Children • Direct Work for LAC and their families • Support to families with a CP plan (case held by SW.) • Family Support to families with multiple and complex needs (case held by FSW) Outside Children’s Social Care Integrated Family Service • Support and intervention with families with multiple and complex needs. • Support And intervention with families who meet Troubled Families criteria • Support to families with a CP plan or others as part of Core Group or TAF. Troubled Families initiative No Wrong Door 2012 • Central government initiative • ‘Troubled families’ are households who: • are involved in crime and anti‐social behaviour (ASB) • have children not in school • have an adult on out of work benefits (at least two out of the 3 criteria) and • cause high cost to the public purse • 315 in York by 2015 • Payment-by-results basis with the Government paying up to 40 per cent of a local authorities' costs when success achieved with families.

IFS Methods of Working No Wrong Door 2012 • A dedicated practitioner who works intensively with each family; • An assertive and persistent ‘whole-family’ approach; • Staying involved with a family for as long as necessary – up to 12 months; • Effective multi-agency relationships • Integrated working: Family Assessment (CAF), Lead Practitioner, Team Around the Family • Family agreement. • Use of independent Family Group Conference process for some families. • Robust exit plans to ensure ongoing support in place.

  13. A Phased Approach No Wrong Door 2012 Phase 1 – Troubled Families team 1 at York High School - already in place. Phase 2 Catalyst Central becomes Troubled Families team 2 –September 2012 Phase 3 – Whole Integrated Family Service set up – three teams across the city. Early December 2012. Transition of staff and families throughout.
