Maryland RISE (Reaching Independence and Stability through Employment) CONCEPTUAL FRAMEWORK Objective: To prepare customers for jobs that offer: • A competitive wage ($10/hr or more) • A career ladder • Benefits Strategies: • Aligned with Maryland’s employment agenda and targeted sector strategy • Paid internship (subsidized employment) funding reserve at the Central Office and local funding allocations • Increased outreach to employers (e.g. “green” jobs employers) • Strategic partnerships to offer skills training and paid internships (e.g. CVS Caremark)

  3. Maryland RISE Strategies (continued): • Private funding to offer services to customers, which TANF funds cannot be used to cover (e.g. Open Society Institute – Baltimore) • Link to longer term educational opportunities (beyond 1 year) through Skills2Compete Maryland and community colleges Measuring training and employment outcomes: • Training partnerships across multiple sectors (pharmacy, healthcare, construction, green jobs, eligibility determination) • Training enrollment • Certificate attainment
