SHORT HISTORY OF HAIRDRESSING IN CROATIA • LONG AND RICH TRADITION IN HAIRDRESSING • FIRST AND MOST FAMOUS HAIRSTYLE DATES FROM ROMAN TIMES • IT IS SO CALLED SALONITANKA-HAIRSTYLE FROM SALONA • SALONA IS VERY OLD TOWN NEAR SPLIT AND IT IS UNDER UNESCOS PROTECTION • EACH PART OF CROATIA HAS A SPECIAL WAY OF HAIRDRESSING AND IT IS NOW VERY IMPORTANT PART OF ETHNO HERITAGE • FROM 1999. THERE IS ANNUAL COMPETITION IN ETHNO HAIRSTYLING • SINCE 2012. IT IS INTERNATIONAL COMPETITION

HAIRDRESSING SECTOR • CROATIA - POPULATION 4,284,889(2011 census) • EMPLOYED-1, 337, 746 • HANDICRAFT SECTOR; 85, 772 SUBJECTS • 27, 368 WOMEN • 58, 404 MEN • TOTAL NUMBER OF EMPLOYED;188, 871(workers and employers) • 103, 099-employees • HAIRDRESSING IS SUBSECTION WITHIN HANDICRAFT SECTOR • 5366 SALONS-owners and self-employed persons • 1300 beauty salons within total number of salons • 11, 805 total number of employees in hairdressing sector

  4. EMPLOYERS ORGANISATIONS UMPH-ASSOCATION OF HANDICRAFTS EMPLOYERS WAS ESTABLISHED IN 1995. SINCE 1999. IS AFFILIATED TO CROATIAN UNION OF INDIPEDENT ASSOCIATIONS HUP-CROATIAN EMPLOYERS ASSOCIATION AFFILIATED TO BUSINESSEUROPE AND MEMBER OF IOE-INTERNATIONAL ORGANISATION OF EMPLOYERS THERE IS NO COMPANY FROM HAIRDRESING SECTOR WHICH IS MEMBER OF HUP

PROFESSIONAL ORGANISATIONS • THE MOST RELEVANT PROFESSIONAL HAIRDRESSING ORGANISATION IS CROATIAN CHAMBER OF TRADES AND CRAFTS(HOK) • MEMBERSHIP IS COMPULSORY BY THE LAW • HOK IS A MEMBER OF THE UEAPME-EUROPEAN ASSOCIATION OF CRAFTS, SMALL AND MEDIUM-SIZED ENTERPRISES • WITHIN THE HOK THERE IS A GUILD OF HAIRDRESSERS • SINCE 2010 IT IS AFFILIATED TO OMC(ORGANISATION MONDIALE COIFFURE)

TRADE UNION • HSMP-CROATIAN UNION OF SMALL BUSINESS, HANDICRAFTS, SERVICES AND FOREIGN OFFICES WAS AFFILIATED TO THE UATUC-UNION OF AUTONOMOUS TRADE UNIONS OF CROATIA-TLE LARGEST TRADE UNION COFEDERATION IN CROATIA • SINCE 1997 TO 2006 HSMP WAS A MEMBER OF WCL-WFIW-WORLD FEDERATION OF INDUSTRY WORKERS • SINCE 2010 HSMP IS A PART OF CROATIAN TRADE UNION OF METAL WORKERS WHICH IS A MEMBER OF UATUC AND IMF-INTERNATIONAL METAL WORKER FEDERATION

  7. COLLECTIVE AGREEMENT • LAST COLLECTIVE AGREEMENT WAS SIGNED IN 2005. BETWEEN HSMP AND UMPH AND IT WAS IN IMPLEMENTATION UNTIL 2007. • THESE CA WAS EXTENTED ON ALL EMPLOYERS IN HANDICRAFT SECTOR • FROM 2008. THERE IS NO CA AND FROM THAT PERIOD TRADE UNION IS IN PERMANENT NEGOTIATIONS WITH THE ASSOCIATION OF EMPLOYERS

LAWS AND REGULATIONS • TRAINING • CRAFT ACT-NOW IN PROCESS OF CHANGE-LIBERALISATION OF OPENING BUSINESS IN ALL SECTORS INCLUDING HAIRDRESSING • GREAT DISSATISFACTION AMONG CRAFTSMEN • IT WILL CAUSE DECLINE OF QUALITY IN CRAFTS SERVICES • REINFORCEMENT OF THE GRAY ECONOMY AND THE COLAPS OF PROFESSINAL STANDARDS • VOCATIONAL EDUCATION ACT • LAW ON THE CROATIAN QUALIFICATIONS FRAMEWORK • LABOUR LAW • CURICULUM FRAMEWORK OF EDUCATIONAL PROGRAM FOR THE PROFESSIONAL HAIRSTYLIST • DOZEN OF RULES HOW TO ORGANIZE CLASSES IN VOCATIONAL SCHOOLS AND PRACTICAL TRAINING • STRATEGY FOR THE DEVELOPMENT OF THE VOCATIONAL EDUCATION 2008-2013AIMEDAT ALIGNING VOCAT.QUALIFIICATIONS IN ACCORDANCE WITH THE EUROPEAN QUALIFICATION FRAMEWORK(EQF)

LAWS AND REGULATIONS • HEALTH AND SAFETY • LAW ON OCCUPATIONAL SAFETY • REGULATIONS IN THE FIELD OF OCCUPATIONAL SAFETY AND HEALTH-DOZEN OF RULES • NATIONAL COUNCIL FOR THE PROTECTION AND SAFETY AT WORK-ESTABLISHED IN 2000 –GOVERNMENT, EMPLOYERS , WORKERS AND MEDICAL EXPERTS • 28 OF APRIL IS ESTABLISHED AS INTERNATIONAL COMMEMORATION DAY SINCE 2007

  10. LAWS AND REGULATIONS • REMUNERATION • MINIMUM WAGE ACT-SINCE 2007-350 EUR • MOST OF EMPLOYEES IN HAIRDRESSING SECTOR RECEIVE MINIMUM WAGE • COLLECTIVE AGREEMENT • RULES ON COMPANY LEVEL

SOCIAL DIALOGUE • SOCIAL DIALOGUE IS NOT YET ORGANISED IN CROATIA IN THESE SECTOR • MAIN PROBLEM IS THE LACK OF CAPACITY ON THE EMPLOYERS SIDE –THEY ARE TRAYING TO BE JUST BIG BOSSES • EMPLOYERS ARE NOT AWARE THAT ONLY TROUGH SOC. DIALOGUE • A LOT OF PROBLEME IN THESE SECTOR CAN BE SOLVED • BECAUSE OF HIGH RATE OF UNEMPLOYED WORKERS ARE AFFRAID TO JOIN THE UNION SO UNION IS NOT ENOUGH STRONG TO FORCE EMPLOYERS TO TALK

PROBLEMS AND CHALLENGES • THE LACK OF SOCIAL DIALOGUE • LONG AND USELESS NEGOTITIONS ABOUT NEW COLLECTIVE AGREEMENT • GRAY ECONOMY-DECLINE IN INCOMES-SMALL WAGES • UMPH AS EMPLOYERS ASSOCIATION IS NOT REPRESENTATIVE ANY MORE-NEW LAW ON REPRESENTATIVNES • CHANGES IN CRAFTS ACT-BAD POSITION OF HAIRDRESSING SECTOR • PROJECT EU-INDUSTRIAL RELATIONS AND SOCIAL DIALOGUE-TRADE UNION AND EMPLOYERS ASSOCIATION DO NOT PARTICIPATE-BUT GUILD OF HAIRDRESSERS DO PARTICIPATE- • ORGANISATION WHICH IS NOT ESTABLISHED ON FREE WILL BASE
