---the operations for closing of AC bypass link should be done in quickest possible time.

For fast build-up of the sub-systems in UP area and to regulate the system parameters, the early start-up of the units at Rihand (Hydro) is extremely essential.

Furthermore in order to stablize the units at Rihand(Hydro) these must be synchronized with a stable source like western grid at the earliest opportunity.

A strict load generation balance shall have to be maintained while developing the sub-system.

The voltages at different sections/buses are to be maintained within normal range by use of bus/line reactors and operating the units in synchronous condenser mode wherever possible.

In case of survival of RAPS(A)/RAPS(B) islands, these must be synchronized with the supply of R.P.Sagar / Kota (S) at the earliest opportunity.

In case, Kota(S) has availed start-up power from Ujjain and RP Sagar has been started up separately, then the two supplies are to be synchronized at Kota (S) / RP Sagar for stability and then the supply be extended further to other stations.

The start-up of Anta is to be closely monitored. In case of its self-start, the supply from Anta must be synchronized with supply at Kota (S) at the earliest opportunity.

WESTERN U.P. SUBSYSTEM

START UP POWER TO NAPS (Narora)

Ist Option:The units at Ramganga shall be self-started and the supply

extended upto NAPS through

--132 kV Ramganga

--132 kV Nehtaur

--220 kV Nehtaur

--220 kV Moradabad

--220 kV NAPS

IInd Option:The hydro units at Yamuna Complex (Chibro, Khodri, Dhakrani, Dhalipur and Kulhal) shall be self started and the supply shall be extended upto Muradnagar 220kV. From Muradnagar the supply shall be extended upto NAPS through Muradnagar-Khurja-NAPS link.

IIIrd Option :In case there is in-ordinate delay in the above two operations and by that time the Delhi-BBMB sub-system has been stablised and supply is available at Agra/Sikandara then the supply to NAPS is to be extended through Agra-Agra(new)-Harduganj-NAPS link.

SYSTEM RESTORATIONWESTERN UP SUBSYSTEM

In the event of survival of NAPS island, UPPCL has to take necessary steps to extend the stabilized supply from the built up Western UP subsystem to NAPS at the earliest.

After synchronizing the Western UP subsystem with NAPS, all care is to taken by UPPCL to avoid any sudden variation in the load in the Western UP subsystem which may otherwise result in collapse of the subsystem and poisoning out of the nuclear units.

SYSTEM RESTORATIONPOWER SUPPLY TO RAILWAY TRACTION

In the event of black start, initially the different subsystems shall be of small size and the running generating units shall have a limitation in regard to the ramp up rates.

Therefore, as soon as the power is made available for the purpose of traction, it would be ensured by Railways that

--- the load shall be kept restricted to bare minimum and

---the movements of trains in different sections would be co- ordinated for avoiding sudden jerks / ramp ups on the system.

In the event of a total blackout, the initial moments are extremely precious and a desired action taken at first instance can help in speedy restoration of the system while a small delay or lapse in taking the initial action may prove to be extremely costly.

It is therefore extremely essential that:

---all essential loads and start-up sources alongwith the cocerned circuits be clearly identified and

---operating personnel associated with the system operation are thoroughly acquainted with the restoration procedures
